APL Type_MOV_script.sql
A new version of the WIC EBT Middleware (WEM) software is available with this release. This version contains the following code updates:
CDP-274: The rebate flag in the file output to the EBT Processor always contains "Yes" for the rebate on all items.
The SPIRIT WIC system was modified to add the following new template to the Infrastructure section in UpdateManifest.xml on WebServerCD:

Outside of the SPIRIT WIC system, the new template can be modified using Microsoft Word. The fields and headings can be reordered and/or formatted per each state's preference; however, once a Mail Merge field is removed from the template and the template is saved, the deleted Mail Merge fields cannot be added back to the template at a later time.

The new template must be manually copied from the TemplatesBase\ folder to the Templates\ folder.
Once the 2.30.00 software package is installed, a new template must be copied manually from the TemplatesBase\ folder to the Templates\ folder to ensure that the batch EBT receipt confirmation letter template functions properly in this version of the software.
For Client installations, complete the following steps:
1. Install the new version of the SPIRIT WIC software.
2. Open Windows Explorer.
3. Navigate to the {drive letter}:\Users\Public\CSC\WIC\TemplatesBase\ folder.
4. Copy the new template file(s) (select the file(s) and Ctrl+C).
The following new template was delivered in this release of the SPIRIT WIC software:

5. Navigate to the {drive letter}:\Users\Public\CSC\WIC\Templates\ folder.
6. Paste the copied file(s) into the folder (Ctrl+V).

Balto |
Alaska has a unique food delivery system, known as Balto home delivery, which ships food items to participants in remote locations who are not conveniently served by a WIC retail vendor. To accommodate Electronic Benefit Transfer (EBT) Balto issuances, the SPIRIT WIC system contains functionality to allow the issuance of Balto benefits through the SPIRIT WIC system for redemption by Alaska's contracted mail order vendor and without generating printed food instruments. To support Alaska's Balto home delivery food delivery system, the changes below were made to the SPIRIT WIC system. R19: Add a new Household Balto Type drop-down list box to the EBT Household Demographics screen. Suggested types are "Non-MOV", "All MOV", and "Formula-Only MOV". To accommodate the R19 requirement for this enhancement, a new Household Balto Type drop-down list box was added to the EBT Household Demographics screen in the Clinic application module of the SPIRIT WIC system. The drop-down list box contains the following options for selection:
R20: Add a new read-only Balto Type text and value label to the Demographics tab in the Participant Folder, and display the new Balto Type text and value label near the participant's address information. To accommodate the R20 requirement for this enhancement, a new Balto Type text and value label was added to the following screens in the SPIRIT WIC system:
R21: Prompt the user with a message for Balto-indicated households if the physical address changes (where the ZIP code and/or City is adjusted) to review the Balto type for the account. To accommodate the R21 requirement for this enhancement, a standard warning message (W0020) displays with the text: "Physical address was changed, please review the MOV type for the Account." when the City drop-down list box and/or the ZIP masked edit box are updated for the participant's physical address and data is saved on the Demographics screen for a participant that is currently marked as receiving Balto home delivery benefits on the EBT Household Demographics screen in the Clinic application module. Additionally, a standard warning message (W0020) displays when the City drop-down list box and/or the ZIP masked edit box are updated for the participant's physical address and data is saved on the Applicant Prescreening screen when adding a new member to an existing household that is currently marked as receiving Balto home delivery benefits on the EBT Household Demographics screen in the Clinic application module. R22: When a participant changes household, the household's Balto status should not change. The user will need to set the Balto type of the destination household (whether new or existing) based on the new needs of the household. In addition, the user should review the Balto needs of the old household and change the Balto type if the removal of the participant necessitates a new Balto type. This requirement is not a change to existing functionality. To accommodate the R22 requirement for this enhancement, no changes were made to the SPIRIT WIC system. The system will not change the household's Balto status when a participant changes household. R23: The SPIRIT WIC system must be configurable to allow Balto functionality to be enabled for states that choose to use it and disabled for states that choose not to use it. To accommodate the R23 requirement for this enhancement, a new UsesMOV business rule was added to the SPIRIT WIC system. This business rule allows the state to enable Balto functionality to identify participants as eligible to receive food items for a benefit period by Alaska's contracted mail order vendor and without generating printed food instruments. As the default, the value of the business rule is initially set to "N" to disable Balto functionality within the SPIRIT WIC system. R24: The Household History table on the Display Household History screen should indicate display a history of updates to a household's Balto type. To accommodate the R24 requirement for this enhancement, a new Balto Type column was added to the Household History table on the following screens in the SPIRIT WIC system:
R25: Balto households will be included in the Batch Issuance/Batch History feature. In addition, if a Household is set to Balto, they will automatically be included in the nightly End of Day job to calculate household’s eligible issuance/errors and be eligible for issue resolution and issuance on the Batch Issue Resolution screen. To accommodate the R25 requirement for this enhancement, a new "Balto" option was added to the Issuance Type drop-down list box on the following screens in the SPIRIT WIC system:
R26: The APL Type can be used to distinguish UPCs that are redeemable by Balto vendors only. This will be set up as a new APL Type "Balto" and can be done by State IT. To accommodate the R26 requirement for this enhancement, a new APL Type_MOV_script.sql stand-alone script was created for Alaska that inserts the new "MOV" value for the APLTYPE category into the REFERENCEDICTIONARY table. For more information, refer to the database changes for this release. States must work with their EBT Processors to manually communicate the APL types in use by the SPIRIT WIC system within each state's implementation. |

EBT Batch Issuance |
This enhancement provides support for EBT Processors in Electronic Benefit Transfer (EBT) environments and enhances the batch issuance functionality in the SPIRIT WIC system to support EBT. The SPIRIT WIC system does not support the mixing EBT & FI (Balto) benefit types during Batch Issue Resolution processes. To ensure that the batch issuance functionality in the SPIRIT WIC system supports EBT, the changes below were made to the SPIRIT WIC system. R1: The Batch Issue Resolution Administration process will be modified for calculating benefit dates to include a test for Household locked for Pending Issuance. This will be included as an error. To accommodate the R1 requirement for this enhancement, the Batch Issue Resolution Administration process in the SPIRIT WIC system was modified to query to EBTPENDING_HOUSEHOLDS to test for household locked for pending issuance and to display the results as an error in the log file. R2: When the Issue to Checked Participants button is clicked on the Batch Issue Resolution screen, change the text of the standard information message (I0082) from "X Participants are marked Pick-up and will not be printed." to "X Participants are marked Pick-up and will not be issued." To accommodate the R2 requirement for this enhancement, the SPIRIT WIC system was modified to change the text of the I0082 standard information message from "{Number} participants are marked Pick-up and will not be printed." to "{Number} Participants are marked Pick-up and will not be issued." R3: On the Generate Batch Options screen, change the text of the standard information message (I0081) from "Checks will be printed for x participants." to "Benefits will be issued for x participants." To accommodate the R3 requirement for this enhancement, the SPIRIT WIC system was modified to change the text of the I0081 standard information message from "Checks will be printed for {number} participants." to "Benefits will be issued for {number} participants." R4: Issuance should be done one household at a time, and no message dialogs will be displayed. Any errors will be saved to an Event Log screen. This logic aligns with the "Send EBT Data" that exists for EBT issuance today. The EBT message will be sent first and then saved in SPIRIT. To accommodate the R4 requirement for this enhancement, a new Event Log - Batch Issue Resolve Pending screen was added to indicate any successes or failures of the process. R5: The existing Event Log screen will contain the same messages that could be generated by the check process as before but will also can contain error messages from EBT as needed, along with information about being sent to Pending Issuance when applicable. To accommodate the R5 requirement for this enhancement, a new Event Log - Batch Issue Resolve Pending screen was added to indicate any successes or failures of the process. R6: The Batch Issue History screen will be modified to change the label of the column from "# of Checks" to "# of Benefits". To accommodate the R6 requirement for this enhancement, the SPIRIT WIC system was modified to change the title of the Number of Checks column to "Number of Benefits" in the Batches data grid on the following screens:
R7: The Batch Issue History screen will be modified with a new column labeled "# of Pending" that will display the number of FI Sets in a batch that are stuck in pending issuance. The rows in the Batches data grid will be refreshed after resolve pending is attempted. To accommodate the R7 requirement for this enhancement, a new Number of Pending column was added to the Batches data grid on the following screens within the SPIRIT WIC system:
Additionally, when the new Event Log - Batch Issue Resolve Pending screen is closed after attempting to complete a pending issuance of EBT benefits, the Batch Issue History screen displays and the Batches data grid refreshes. R8: A new Resolve Pending button will be added to the Batch Issue History screen. Upon selection of this button, SPIRIT will attempt to resend pending benefits for a batch and will display a results screen to indicate the households attempted and any successes or failures of the process. To accommodate the R8 requirement for this enhancement, a new Resolve Pending button was added below the Batches data grid on the following screens in the SPIRIT WIC system:
Additionally, a new Event Log - Batch Issue Resolve Pending screen was added to indicate the households attempted and any successes or failures of the process. R9: On the Batch Issue History screen, the Void Entire Batch button will need new logic to check for EBT. To accommodate the R9 requirement for this enhancement, the Void Entire Batch button click process was expanded to accommodate EBT issuances. R10: On the Batch Issue History screen, the Reprint Entire Batch button used to generate checks will be ignored for EBT. If a batch is entirely EBT, the functionality to generate checks will be hidden. To accommodate the R10 requirement for this enhancement, code was added to hide the Generate Checks (Current Checks will be Voided) check box when the current batch issuance record is an EBT batch issuance record on the following screens in the SPIRIT WIC system:
R11: The Batch Details screen will be modified to change the label of the column from "# of Checks" to "# of Benefits". To accommodate the R11 requirement for this enhancement, the SPIRIT WIC system was modified to change the title of the Number of Checks column to "Number of Benefits" in the Batches data grid on the following screens:
R12: On the Batch Details screen, a new EBT column will be added that will display a check mark indicating EBT issuance types. To accommodate the R12 requirement for this enhancement, a new EBT column was added to the Food Instruments editable data grid on the following screens in the SPIRIT WIC system:
R13: On the Batch Details screen, the Receipt Confirmed column will be removed. To accommodate the R13 requirement for this enhancement, the Receipt Confirmed column was removed from the Food Instruments editable data grid on the following screens in the SPIRIT WIC system:
Additionally, the Receipt Confirmation Returned drop-down list box was removed from the following screens in the SPIRIT WIC system:
R14: On the Batch Details screen, the Void Checked Benefits button will require new logic based on delivery type to support EBT. To accommodate the R14 requirement for this enhancement, the Void Checked Benefits button click process was expanded to accommodate EBT. R15: On the Batch Details screen, a new Pending column will be added that will display a check mark indicating benefits that are pending issuance. To accommodate the R15 requirement for this enhancement, a new Pending column was added to the Food Instruments editable data grid on the following screens in the SPIRIT WIC system:
R16: On the Reprint Checked screen, the "generate checks" check box will be hidden if all benefits are EBT. To accommodate the R16 requirement for this enhancement, code was added to hide the Generate Checks (Current Checks will be Voided) check box when the current batch issuance record is an EBT batch issuance record on the following screens in the SPIRIT WIC system:
R17: In the Participant Folder, the Receipt Confirmation button will be removed from the Benefits History tab. To accommodate the R17 requirement for this enhancement, the Receipt Confirmation button was removed from the Benefits History tab in the Clinic application module of the SPIRIT WIC system. R18: A new template for EBT, called BatchIssueLetterEBT.doc, will be provided for EBT batch issuance. If a checks batch issuance is performed, the existing BatchIssueLetter.doc template will still be used. The new letter template will include a shopping list merge field. This will include an aggregated list of food items and quantities for the household. To accommodate the R18 requirement for this enhancement, a new BatchIssueLetterEBT.doc template was added to the TemplatesBase\ folder, which will become available once the 2.30.00 software package is installed. Users are still required to move the new template to the Templates\ folder manually.

As a result, the build will add the new template to the Installers. Therefore, whenever a deployment occurs, the Client will add the new template to the TemplatesBase\ folder automatically. Users are still required to move the new template to the Templates\ folder manually.

In the SPIRIT WIC system, benefit dates (for example: PFDTU, FDTU, and LDTU) are contained in a "Datetime" data type. As a result, the SPIRIT WIC system returned dates with offset values when a service call was made and the times and dates system automatically changed based on the offset value. Therefore, the SPIRIT WIC system was modified to update the benefit date data from "Datetime" to "String" so that the system will no longer return an automatically-updated offset value. |

The 6 cans of Enfamil ProSobee could then be issued to the infant, which resulted in the issuance of a formula amount that was greater than the federally-allowed maximum.
