The Benefit Management menu provides access to functions that apply to the management of WIC food instrument and Electronic Benefit Transfer (EBT) benefits. The Benefit Management menu is available on the Participant Folder menu bar on the Participant Folder screen.
The Benefit Management menu is visible and enabled when:
The Participant Folder screen is active.
It has a mnemonic of "B".
If you do not have sufficient permission to access a menu option on the Benefit Management menu, a standard error message (E0006) displays when the menu option is selected.

Unless otherwise stated below, all menu options on the Benefit Management menu are visible and enabled when:
The Benefit Management menu is active.
If one or more special conditions exist that affect a menu option on the Benefit Management menu, the condition(s) are documented for that specific menu option below.
Issue Benefits menu option
Select this menu option to issue both paper and electronic food instrument benefits for members of the household.
The menu option is enabled when:
The participant is in a valid certification period.
It has a mnemonic of "I".
Depending on the screen of the Participant Folder currently displayed, the required entry edits and cross-edits for the controls on screen displayed when this menu option is selected are also performed. These edits are defined in the respective sections for each appropriate screen topic in the Detailed Functional Design Document (DFDD).
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.
Additionally, the following processes occur when the menu option is selected:
If the value of the DSPCHILDRENUNDER5CHECKSNOTELIGIBLEMSGS business rule equals "Y", the standard information message (I0010) displays only for children under the age of five (5) who are not eligible to receive benefits.
If the value of the DSPCHILDRENUNDER5CHECKSNOTELIGIBLEMSGS business rule equals "Y", the standard warning message (I0011) displays only for children under the age of five (5) who are not eligible to receive benefits.
If the value of the DSPCHILDRENUNDER5CHECKSNOTELIGIBLEMSGS business rule equals "Y", the standard warning message (I0012) displays only for children under the age of five (5) who are not eligible to receive benefits.
If the CHECKFORHOUSEHOLDLOCK parameter value is 1 (not locked), no other user is currently attempting to issue benefits and the Issue Benefits screen will display. Once the Issue Benefits screen is closed, the UNLOCKHOUSEHOLD parameter is called and marks the HOUSEHOLDLOCK row as Benefits Issued.
If the CHECKFORHOUSEHOLDLOCK parameter value is 2 (locked), another user has clicked Issue Benefits for a participant in the same household, and the Issue Benefits screen is still open, the system will display a standard warning message informing the user that benefits cannot currently be issued because another user is issuing benefits to somebody in the household. Retry and Cancel buttons will be available. If the user selects Cancel, the benefit issuance will be aborted. If the user selects Retry, another call to CHECKFORHOUSEHOLDLOCK will be made.
If the CHECKFORHOUSEHOLDLOCK parameter value is 3 (not locked, but benefits issued today), the Issue Benefits screen will be displayed and a call will be made to PARTICIPANTMANAGER.GETMEMBER to refresh the MEMBER object.
The Issue Benefits screen displays when selected if the user has the appropriate permissions and all edits are satisfied.
Determine the PFDTU
When the Issue Benefits process is started, the system determines if the certification effective date is after the originally calculated PFDTU. If it is, and if the CLN_PromptForPFDTUAdjustment business rule is set to "Y", the Multiple PFDTU Dates Available screen displays to allow the user to adjust the original PFDTU to the originally calculated PFDTU if necessary.
Resolve EBT Issuances menu option
Select this menu option to resolve an EBT issuance that is pending.
When the Electronic Benefit Transfer (EBT) food delivery system is enabled for the clinic, the menu option is visible and enabled when:
The participant has pending EBT issuances that need to be resolved.
It has a mnemonic of "I".
Void Benefits menu option
Select this menu option to void food instrument benefits issued at the clinic of operation.
For EBT-disabled systems, the menu option is enabled when:
The participant is in a valid certification period or the participant has a previous certification that currently has benefits with a LDTU greater than the current system date.
When the Electronic Benefit Transfer (EBT) food delivery system is enabled for the clinic, the menu option is visible and enabled only when:
The current clinic was previously a non-EBT clinic, checks with a future date were issued to the participant, and the clinic became an EBT clinic yet the participant still has paper-based checks to redeem.
Checks were issued with a future date for the participant at a non-EBT clinic and then the participant is transferred to an EBT-enabled clinic.
It has a mnemonic of "V".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.

Mark Benefits as Lost/Stolen menu option
Select this menu option to mark food instrument benefits issued as lost or stolen.
For EBT-disabled systems, the menu option is enabled when:
The participant is in a valid certification period or the participant has a previous certification that currently has benefits with a LDTU greater than the current system date.
When the Electronic Benefit Transfer (EBT) food delivery system is enabled for the clinic, the menu option is visible and enabled only when:
The current clinic was previously a non-EBT clinic, checks with a future date were issued to the participant, and the clinic became an EBT clinic yet the participant still has paper-based checks to redeem.
Checks were issued with a future date for the participant at a non-EBT clinic and then the participant is transferred to an EBT-enabled clinic.
It has a mnemonic of "R".

Reprint Benefits for Custody Change menu option
Select this menu option to reprint food instrument benefits for a custody change.
For EBT-disabled systems, the menu option is enabled when:
The participant is in a valid certification period.
When the Electronic Benefit Transfer (EBT) food delivery system is enabled for the clinic, the menu option is visible and enabled only when:
The current clinic was previously a non-EBT clinic, checks with a future date were issued to the participant, and the clinic became an EBT clinic yet the participant still has paper-based checks to redeem.
Checks were issued with a future date for the participant at a non-EBT clinic and then the participant is transferred to an EBT-enabled clinic.
It has a mnemonic of "C".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.

Add/Replace Set of Benefits menu option
Select this menu option to add or replace a set of food instrument benefits for EBT-disabled systems.
It has a mnemonic of "L".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.
Depending on the screen of the Participant Folder currently displayed, the required entry edits and cross-edits for the controls on screen displayed when this menu option is selected are also performed. These edits are defined in the respective sections for each appropriate screen topic in the Detailed Functional Design Document (DFDD).
If there are no outstanding benefits to be added or replaced or the FDTU of the additional set is after the Certification End Date, a standard error message (E0098) displays when the menu option is selected.
The Add/Replace Set of Benefits screen displays when selected if the user has the appropriate permissions and all edits are satisfied.
Add Set of Benefits menu option
Select this menu option to add or replace a set of food instrument benefits for EBT-enabled system.
The menu option is enabled when:
When there are no pending benefits for the household and there are no participants in the household in the process of a household ID change.
It has a mnemonic of "L".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.
Depending on the screen of the Participant Folder currently displayed, the required entry edits and cross-edits for the controls on screen displayed when this menu option is selected are also performed. The Add Set of Benefits screen displays when selected if the user has the appropriate permissions and all edits are satisfied.
EBT Household Demographics menu option
Select this menu option to view and maintain Electronic Benefit Transfer (EBT) demographic information for the household.
The menu option is visible and enabled when:
The Electronic Benefit Transfer (EBT) food delivery system is enabled for the current clinic.
It has a mnemonic of "H".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.
An attempt to establish a connection to the EBT Processor system occurs when the menu option is selected. If the attempt is unsuccessful, a standard error message (E0393) displays.
Otherwise, the EBT Household Demographics screen displays when selected if the user has the appropriate permissions.
Print EBT Account Balance menu option
Select this menu option to generate a report of the household's EBT account balance.
The menu option is visible and enabled when:
The Electronic Benefit Transfer (EBT) food delivery system is enabled for the current clinic.
It has a mnemonic of "B".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.
The Generate Account Balance Report screen displays when selected if the user has the appropriate permissions.
View EBT Card History menu option
Select this menu option to view the Electronic Benefit Transfer (EBT) card issuance history for a household.
The menu option is visible and enabled when:
The Electronic Benefit Transfer (EBT) food delivery system is enabled for the current clinic.
It has a mnemonic of "S".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.
An attempt to establish a connection to the EBT Processor system occurs when the menu option is selected. If the attempt is unsuccessful, a standard error message (E0393) displays.
Otherwise, the EBT Card History screen displays when selected if the user has the appropriate permissions.
View EBT Transaction History menu option
Select this menu option to view the history of Electronic Benefit Transfer (EBT) transactions for a household.
The menu option is visible and enabled when:
The Electronic Benefit Transfer (EBT) food delivery system is enabled for the current clinic.
It has a mnemonic of "N".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.
An attempt to establish a connection to the EBT Processor system occurs when the menu option is selected. If the attempt is unsuccessful, a standard error message (E0393) displays.
Otherwise, the EBT Transaction History screen displays when selected if the user has the appropriate permissions.
Food Adjustment Wizard menu option
Select this menu option to make benefit adjustments for a household.
The menu option is visible and enabled when:
The Electronic Benefit Transfer (EBT) food delivery system is enabled for the current clinic.
It does not have a mnemonic.
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. If the current user does not have an access level of "Full" to the "EBT Food Adjustment Wizard" permission (617), a standard error message (E0006) displays when the menu option is selected. If the current user has an access level of "Full" to the "EBT Food Adjustment Wizard" permission (617), the Food Adjustment Wizard screen displays when the menu option is selected.
When the menu option is selected, and the value of the EBT_OFFLINE business rule equals "Y", a standard information message (I0083) displays to prompt the user to insert the current Smart Card to synchronize benefit changes between the Smart Card and the EBT Processor.

NOTE: The EBT Processor places an administrative lock on a Smart Card following any issuance or void of food benefits performed when the EBT card reader, Smart Card, and WIC system are not synchronized. |
Select this menu option to access the Smart Card Diagnostics utility and perform smart card management functions.
The menu option is visible and enabled when:
The value of the EBT_OFFLINE business rule is set to "Y".
It has a mnemonic of "D".
When the menu option is selected, a check is performed to determine whether the logged-on user has the appropriate permissions to access the screen or perform the action. When the user does not have the appropriate permissions, a standard error message (E0006) displays.
The Card Diagnostics screen displays when selected if the user has the appropriate permissions.
