SUG-548

Vendor

Send Form Letters

Issue: When printing a letter for multiple vendors on the Send Form Letters screen, not all the letters are being printed. The system prints some of the letters then appears to lock up; however, the user can cancel the process and still work in the application. The letters that print are for vendors who have at least a partial address in the system.

Resolution: The system locking up was caused by Microsoft Word being unable to merge larger sets of Word documents. The code has been modified for vendor standard letters to use the same merge code as that used for custom letters. This generates mail merge documents using the OpenXML SDK libraries provided for free by Microsoft that are separate from Word in order to prevent lockups. This change helps larger merges; however, it is still possible for a lockup to occur since Word is still saving templates in .docx format, saving templates in .pdf format, and submitting documents to the document printer.

The system has been modified for vendor custom letters to exclude blank lines created by blank merge fields. This allows standard letters to be generated without regression issues. Additionally, the merge code for vendor custom letters has been modified to correctly merge a single field contained in a single paragraph for vendor standard letter merge fields.

The Letter Sent screen has been modified to no longer save an extra Letter Sent event when the system generates a batch of custom letters.

If a vendor does not have at least one partial address, a document is not generated during batch merge operations.

View Participant Transfer History

Issue: When the Print button is clicked on the View Participant Transfer History screen, the output is printed and the last two columns are cut off.

Resolution: The code has been modified so the report prints in landscape format. Additionally, the heading and report title fields are longer to work with the landscape format.

Demographics

Issue: When a participant's WIC category is changed from breastfeeding to non-breastfeeding on the Demographics screen, the CPA-assigned risk factors are not being carried forward to the pseudo-certification.

Resolution: The code modifications made for SVN-43 corrected this issue.

SUG-1307

Clinic

Certification Guided Script

Issue: When completing a Certification Guided Script, Risk Factor 103 is flagging the participant as high risk outside of the assigned threshold.

Additionally, Risk Factor 201 is flagging the participant as high risk outside of the assigned threshold.

Resolution: The code has been modified for the RiskFactorThreshold table for children 24-months or older. The rows do not have the WHO percentile populated, so in the Reference Utility module these risk factor thresholds for any child over 24-months display the CDC values rather than the WHO values.

The DFDD has been updated for Risk Factor 201 to document the Hct threshold is Hct < 32.9.

List of Dual Reported Participation Cases Report ENR002 (Output)

Issue: When generating the List of Dual Reported Participation Cases Report ENR002 (Output), the system is reporting participants without dual issuance for the last three reported months. The report includes two participants who appear to be the same person, but one of them has no food instrument history in the FoodInstrumentSet table. Instead, the participant has only an LDTU in the Member table that is older than the last three reported months.

Resolution: The code has been modified to change the date format to include the day of the month.

The code and the DFDD are not consistent with one another. The system includes not only participants who have redeemed food instruments but also participants who were fully breastfeeding infants or were mothers of children receiving more than the maximum formula amount. The DFDD has been updated to correctly document that the report should not consider redemption. Additionally, fully breastfeeding infants and mothers of infants over 6 months old who are receiving more than the maximum amount of formula are counted on the report. The code and the DFDD have been modified to change the name of the report from List of Dual Participation Cases Report ENR002 (Output) to List of Dual Reported Participation Cases Report ENR002 (Output).

Financial Management

Supplier Rebate Report FIN001 (Output)

Issue: When generating the Supplier Rebate Report FIN001 (Output) for months where End of Month Processing has completed, the report is showing blank values. The data that exists in the CaseLoadCountRebateItems table are not displaying on the report.

Resolution: An analysis of the issue resulted in the blank report being the primary issue. For some databases, there were no recent rebates within the past year so the report should be blank. A bug was discovered in the EBT portion of the report where the query was not correctly joining values of Vendor ID. The code has been modified to compare IDs padded with zeros so the report now correctly populates.

SUG-1462

AdditionalInfo1

Issue: The Hardship list box on the AdditionalInfo1 screen is displaying list items that are marked in the database as inactive. Additionally, there is no user interface available to change the values of the list items. The DFDD documents the list items, but not all of them are available in all states.

Resolution: The code has been modified to hide inactive list items from controls within the Participant Folder.

SUG-1463

Supplier Rebate Report FIN001 (Output)

Issue: When generating the Supplier Rebate Report FIN001 (Output), the user name is cut off the output for Display on Screen and Send to Printer. The Save as PDF option functions correctly.

Resolution: The code has been modified to widen the user name field on the report to prevent it from being cut off.

List of Dual Reported Participation Cases Report ENR002 (Output)

Issue: When generating the List of Dual Reported Participation Cases Report ENR002 (Output) for January 2013, the monthly process failed with a date format error as the date is formatted CCYYMM. The system is reporting participants without dual issuance for the last three reported months; this is not consistent with the way the report is to be generated according to the DFDD.

Rebate Item

Issue: On the Rebate Item screen, an item was added to the Items Related to Selected Rebate Product list box from the Food Distribution Item Inventory list box. After clicking the OK button and returning to the Rebate Items screen, the newly added food item was not visible in the tree list. The rebate product is not being saved.

Resolution: The code has been modified to correctly save the rebate item when the OK button is clicked on the Rebate Item screen.

SUG-1536

Clinic

Participant Folder

Issue: While the Participant Folder is opened for each member of a multiple person household, the first participant can be certified. When the Work with Another Household Member screen displays, it is cancelled. When the certification attempt is started on the next participant in the household, the system displays a standard error message with the text, "No search criteria".

Resolution: The code has been modified to set InvokedByCGS to true when displaying the Certification Guided Script screen from within the Participant Folder.

SUG-1537

Clinic

Demographics

Issue: During a Certification Guided Script, the Income value label displays the monthly or yearly income with a comma to denote the thousands value on the Demographics screen. However, on the Income History screen, the comma is not displayed in the node of the tree list.

Resolution: The code has been modified to add the comma to the node of the tree list.

SUG-1545

Clinic

VOC Document (Output) and Participant Summary (Output)

Issue: On the VOC Document (Output) and Participant Summary (Output), the height information is displayed with the word "inches" twice (42 inches 5/8 inches). The word "inches" only needs to be displayed once. If there are multiple height entries for the certification period, the system correctly prints inches and eighths. However, if the height has a value of "0" for the eighths, only inches displays (for example, 65 inches and 0 eighths prints as "65 inches").

Resolution: The duplication of the word "inches" was corrected in a previous release. The system has been modified to display only inches when there are 0 eighths of an inch. For example, if the measurement is 42 inches and 0 eighths, the system displays "42 inches".

Breastfeeding Item Inventory Report CLN012 (Output)

Issue: On the Breastfeeding Item Inventory Report CLN012 (Output), the DFDD does not accurately describe the ordered status section of the report.

Resolution: The DFDD has been updated to clarify the Breastfeeding Item Inventory Report CLN012 (Output). The Order Status section of the report is activity performed by the state where items are ordered from the manufacturer and then consigned to a clinic location. The Units Ordered, Date Received, Units Received, Pending Receipt, and Units on Hand columns represent orders submitted by the state to the manufacturer. The Units Consigned column is the total number of product units assigned to clinics (all locations).

SUG-1646

Issue Benefits

Issue: The system is not suggesting the correct benefits when a participant has a late pickup and the new FDTU is not the same month as the PFDTU. As a result, the participant does not receive the fourth benefit.

Resolution: The issue is caused by the system taking into account the value of the CLN_AllowFutureBenefitsWithinDays business rule. If the total number of days of issuance is less than the CLN_AllowFutureBenefitsWithinDays business rule value, the system keeps adding benefits.

The code has been modified to remove the CLN_AllowFutureBenefitsWithinDays business rule from the issuance logic. The system now only looks at the member's issuance frequency and determines the number of unique benefit months to be issued, taking into account any future benefits previously issued.

Additionally, code has been added to work in the situation where one tri-monthly household member was issued two months of benefits and then later the other household member is issued all 3-months of benefits. The system now issues the third benefit for the first member and all three benefits for the second member as long as the CLN_AllowFutureBenefitsWithinDays business rule is set to be large enough to allow the third set to be issued.

Formula Purchased Report - Contract FDI009 (Output)

Issue: On the Formula Purchased Report - Contract FDI009 (Output), "WIC" is incorrectly capitalized as "Wic" in Column J. Additionally, the Paid Amount is no longer formatted as currency; only whole dollar amounts are displaying.

Resolution: The code has been modified to correct the capitalization of "WIC". The Paid Amount column is formatted as currency. Additionally, the cells for the State WIC ID and Household ID columns have been formatted as numbers to prevent Excel from displaying the green triangle suggesting a formatting change.

SUG-1682

Financial Management

Supplier Rebate Report FIN001 (Output)

Issue: When generating the Supplier Rebate Report FIN001 (Output), it is not populating all items issued on the rebate contract during the month. When a second agreement is added, the report does not populate the information for the first agreement.

Resolution: The code has been modified to correct a SQL error that was selecting each rebate supplier's most recent rebate schedule for inclusion in the report. The code now selects each rebate agreement's most recent schedule rather than each supplier's most recent schedule.

SUG-1683

Financial Management

Supplier Rebate Report FIN001 (Output)

Issue: When generating the Supplier Rebate Report FIN001 (Output), if a new formula item is created that is identical to an existing formula item, the report does not populate the Average Price for the item. Additionally, the Calculated Unit Purchased and Rebate Dollars are not calculated. If new rebate items are created and redeemed in the same month, the system does not calculate the average price for them. Instead, the average price is calculated only when the items are redeemed at the beginning of the following month in which the items were added. The PeerGroupItemHistory table shows null for the average and maximum prices, and this report pulls data from that table.

Resolution: The code responsible for keeping the PeerGroupItemHistory table up to date either created new history rows at the beginning of the month based on the PeerGroupItem entries or updated the existing history rows throughout the month. However, it never created new history rows based on PeerGroupItem entries that were created during the current month. The code has been modified to create new history rows whenever there are PeerGroupItem entries with no history regardless of the date. After a user recalculates the peer group average, the recently added food items are immediately available to be included in the rebate report.

SUG-1691

Clinic

Child Health Information and Infant Information

Issue: When an infant is changed from full breastfeeding to non-breastfeeding on the Child Health Information screen and a reason stopped is selected, that information is not displayed on the Infant Information screen. Instead, the Reason Stopped list box does not have a list item selected

Resolution: The code modifications made for SVN-43 corrected this issue. The code has been modified to change the save method for the infant's breastfeeding stopped reason to properly clear and save the new values.

SUG-1826

Clinic

Nutrition Education Contact

Issue: When the DELETEEDCONTACT business rule is set to "Y", users are able to delete contacts on the Nutrition Education Contact screen during a Certification Guided Script before the certification attempt is completed. When the certification attempt is completed, the contact cannot be deleted from within the Participant Folder on the same day it was added.

Resolution: The code has been modified to properly enable and disable the Edit Contact, Material or Referral button and the Delete Contact, Material or Referral button based on the requirements documented in the DFDD.

SUG-1828

Clinic

Certification Notice (Output)

Issue: When the Certification Notice (Output) is printed at the end of Certification Guided Script, the last four digits of the ZIP code is being printed from the physical address record. All address information should print from the mailing address record.

Resolution: The code has been modified to change the report parameters to correctly display the address.

SUG-1860

State Office

Referrals and Other Programs

Issue: On the Referrals and Other Programs screen, the Available list box and Selected list box are not correctly displaying the available or selected other program enrollment list items.

Resolution: The code has been modified to display a blank Available list box on the Referrals and Other Programs screen in the Central Administrative Site and State Office modules. The Selected list box has been modified to correctly display the list items selected in the Clinic module.

SUG-1873

Central Administrative Site

Build Clinic Calendar

Issue: When a resource's defined schedule is deleted on the Adjust Resource Schedules screen to leave a blank day, the calendar on the Build Clinic Calendar screen is not updating correctly to show the day as being undefined.

Resolution: The code has been modified to refresh the Build Clinic Calendar screen to correctly update the display for modified resource schedules.

SUG-1902

Clinic

Participant List

Issue: When the Appointments for Today radio button is selected on the Participant List screen and a search is performed, the appointments are correctly displayed in ascending order by the Appointment Time column. If the Appointment Time column is clicked to sort the records, the records are not displayed in the correct order and they cannot be returned to the correct order.

Resolution: The code has been modified to correct the sorting of the columns when the column headers are clicked.

SUG-1916

Clinic

Infant Information

Issue: When the Infant in Foster Care check box is selected on the Infant Information screen, all other controls on the screen are disabled and the infant is automatically set to non-breastfeeding.

Resolution: The code has been modified so when the Infant in Foster Care check box is selected it does not disable the controls in the Breastfeeding Information group box.

SUG-1919

Database Changes

State Office

Nutrition Education Contacts Report NUT004 (Output)

Issue: When generating the Nutrition Education Contacts Report NUT004 (Output), the report is blank with no data being displayed on the output.

Resolution: The SQL was miscalculating the 6-month date range to use for the report so the range was always empty. The code has been modified to correctly calculate the date range. Additionally, the report now correctly displays the agency and clinic. A correction was made to the report so that it no longer displays multiple rows for each contact type with its total.

SUG-1920

Clinic

Participant List

Issue: When opening the Participant Folder from the Participant List screen for a participant who has two records in the database for two different clinics, the system displays a standard error message with the text, "Subquery returned more than 1 value. This is not permitted when the subquery follows =, !=, <, <=, >, >= or when the subquery is used as an expression."

Resolution: The system wants to verify the old household ID and it is assuming there is only one. However, there could be multiple old household IDs. The code has been modified to change the SQL statement to be "IN" rather than "=".

SUG-1922

Clinic

Breastfeeding Peer Counselor Referral, Group Education Contact, and Individual Nutrition Education Contact

Issue: When adding a contact on the Group Education Contact screen or the Individual Nutrition Education Contact screen, if the Topic(s) Discussed list box is left blank, the system does not highlight it with an orange halo signifying it is a required field. The same issue occurs on the Breastfeeding Peer Counselor Referral screen for the Reason for Referral list box.

Resolution: The code has been modified to correctly display an orange halo around the controls.

SUG-1925

Clinic

CPA-determined Follow-up

Issue: On the CPA-determined Follow-up screen, the only required control is the Issuance Frequency drop-down list box. All other controls are set in other places within the application.

Resolution: The code has been modified to remove the non-required controls from the CPA-determined Follow-up screen. Only the Issuance Frequency drop-down list box is displayed. Additionally, the CPA_FOLLOWUP_REQUIRE_ISSUANCEFREQ_ONLY business rule has been removed as it is no longer required.

SUG-1927

Clinic

Calendar Controls

Issue: On several screens in the Participant Folder and in Certification Guided Script, the orange halos for required controls display on top of an expanded calendar control. The following screens are affected:

  • Add Immunization(s)

  • Blood Measurement

  • Goal Setting Contact

  • Height/Weight Measurement

  • Infant Information

Resolution: The code has been modified to use the HaloSafe drop-down for calendar controls which is designed to work properly with halos.

SUG-1949

Clinic

Postpartum Information

Issue: When the date entered in the Hospital Discharge Date calendar control is less than the value entered in the Actual Delivery Date calendar control on the Postpartum Information screen, the system is displaying two standard error messages that state the hospital discharge date must be greater than or equal to actual delivery date.

Resolution: The code has been modified to display only one standard error message. The DFDD has been updated to correctly document the consistent standard error message (E0129) with the text, "Hospital Discharge Date must be greater than or equal to the value of Actual Delivery Date."

SUG-1953

Reference Utility

Category/Subcategory Maintenance

Issue: When adding a new row on the Category/Subcategory Maintenance screen, the system displays a standard error message with the text, "Index was outside the bounds of the array."

Resolution: When a new row is added, the system is trying to default the unit of measure from the wildcard subcategory "000". Unfortunately, not all categories have this subcategory. The code has been modified to verify if the category has the necessary subcategory. If it is not found, the system tries to use the row above it.

If the user accidently clicks on the new blank row at the bottom of the screen, the system locks the user into the control. The user has to type in some information to exit the row and then delete it.

Additionally, the code has been modified to skip cell validation on entirely blank rows. A waitcursor has been added to the Save button. Two events were missing try catches, and those have been added.

SUG-1955

Clinic

EBT Issuance

Issue: After the EBT Processor had an outage and a new household was added to the system, benefits could not be issued. After the outage was resolved, benefits could not be issued as the system displayed a standard information message (I0008) with the text, "Pending EBT Issuance found! You must resolve them before proceeding." When the Resolve EBT Issuances menu option was selected, the system continued to display the standard information message.

Resolution: The ability to resolve EBT errors was not functioning correctly. The columns in the EBTPending_FOODINSTRUMENT table no longer matched the columns in the FOODINSTRUMENT table. The SQLChanges script has been updated to add an alter table statement to resolve the issue.

SUG-1975

SPIRIT

All Applications

Issue: The SPIRIT application's publisher is not identified, and is instead listed as an "Unknown" publisher.

To correctly launch the SPIRIT applications, the user must right-click on the shortcut and select Run as administrator.

Resolution: The code has been modified to find the local data directory if the desktop used the two new locations added to the client setup. Additionally, the PC20XX File (Output) generation has been updated because the code was searching for the bin path. Code has been added in case the user installed to the new installation path.

SUG-1981

Clinic

Identify Benefits to Void

Issue: The DFDD incorrectly documents the names of some controls on the Identify Benefits to Void screen. These controls use the term "Check" rather than "Benefit".

Resolution: The DFDD has been updated for the Identify Benefits to Void screen topic to correctly document the names of the controls. There are other instances in the DFDD where this issue may still exist.

SUG-1983

Clinic

Button Labels

Issue: The DFDD still contains references to the Issue to Household, Issue to Member Only, Print for Household, and Print for Member Only buttons.

Resolution: The DFDD has been updated to remove references to these buttons and replace them with the Issue Benefits to Selected Members button. The training topics have been modified to remove references to these buttons.

SUG-1991

Clinic, State Office, and Vendor

Food Instrument Details

Issue: The DFDD documents the non-existent FoodItemOnCheck table on the Food Instrument Details screen.

Resolution: The DFDD has been updated to remove the reference to the FoodItemOnCheck table.

SUG-1992

Appendix

Risk Factors Matrix

Issue: The DFDD does not consistently document the BMI chart for Risk Factor 133.

Resolution: The DFDD has been updated to make all the BMI charts for Risk Factor 133 be consistent.

SUG-1993

Clinic

Certification Guided Script toolbar

Issue: The DFDD image of the Certification Guided Script toolbar still displays an Exit toolbar button.

Resolution: The DFDD has been updated to include a new image of the Certification Guided Script toolbar.

SUG-1999

Clinic

Demographics

Issue: The Date Verified calendar control on the Demographics screen is documented in the DFDD as not accepting alphabetic or special characters.

Resolution: The DFDD has been updated to remove the incorrect information that the calendar control does not accept alphabetic or special characters. In a search of the DFDD, the only other reference was found on the Blood Measurement screen and it has been corrected.

SUG-2000

Clinic

Benefits (Issue Benefits)

Issue: The DFDD does not clearly document when the Selected LDTU of radio button and calendar control is enabled on the Benefits (Issue Benefits) screen.

Resolution: The DFDD has been updated to document that the control is enabled when, "There are outstanding future benefits for the household that have a LDTU greater than or equal to the current system date."

SUG-2002

DFDD

Permissions Matrix

Issue: The DFDD contains duplicate information on the Permissions Matrix for Feature ID 23, 101, 104, 144, and 304.

Resolution: The DFDD has been updated to remove the duplicate entries for Feature ID 23, 144, and 304. Feature ID 101 and 104 were removed in a previous release.

SUG-2003

Vendor Online Application

Business Information

Issue: The DFDD contains an image of the Business Information screen that shows a different label on the WIC Contact Information tab.

Resolution: The tabs in the Vendor Online Application can be renamed by the state. As a result, the image displayed in the DFDD may not match the actual application. The DFDD has been updated to correct the image to be consistent with the other images documented for the Business Information screen.

SUG-2009

Clinic

Benefits (Issue Benefits)

Issue: The DFDD does not document the standard information message received when a child food package cannot be found and infant food package is used instead.

Resolution: The DFDD has been updated to document the standard information message (I0057) with the text, "A child food package was not found for the participant {StateWICID, Last Name, First Name}. An infant food prescription will be used instead."

SUG-2012

DFDD

Permissions Matrix

Issue: The DFDD incorrectly states that when Risk Factor 101 and Risk Factor 371 are assigned to a participant together, the participant is high risk.

Resolution: The DFDD has been updated to remove this incorrect statement.

SUG-2017

Clinic

Food Prescription (Issue Benefits)

Issue: The DFDD does not specify that the tree list on the Food Prescription (Issue Benefits) screen only contains those household members who will receive benefits.

Resolution: The DFDD has been updated to clarify that the Household Food Prescriptions tree list is populated with household members who will receive benefits.

SUG-2018

Clinic

Certification WIC Category

Issue: The DFDD incorrectly documents how the Yes and No radio buttons function on the Certification WIC Category screen.

Resolution: The DFDD has been updated to specify that the Yes radio button causes the system to link the old pregnancy record with the new certification record. The No radio button causes the system to create and link a new pregnancy record with the new certification record. Additionally, the radio buttons have been updated to specify that the previous record was a pregnancy record and not a postpartum record.

SUG-2026

DFDD

Vendor Setup

Issue: The DFDD incorrectly documents how to setup custom letters for the Vendor application in the Vendor Setup topic.

Resolution: The DFDD has been updated to correctly document how to setup the custom letter functionality.

SUG-2029

Clinic

Participant List

Issue: The Date of Birth calendar control on the Participant List screen is documented in the DFDD as not accepting alphabetic or special characters.

Resolution: The DFDD has been updated to remove the incorrect information that the calendar control does not accept alphabetic or special characters. This correction was made in release 2.16.05.

SVN-1

Clinic

Participant Folder

Issue: When a new participant is added and the Participant Folder displays after prescreening, the user can double-click the record on the Participant List screen and open another instance of the same participant's Participant Folder.

Resolution: The code has been modified so that when the Participant Folder is displayed after prescreening, it adds the state WIC ID to the OpenedParticipantFolder collection. If the user attempts to display the Participant Folder again, the system displays a standard error message (E0365) with the text, "Another copy of folder for this Participant is already opened. Please use the existing folder."

SVN-2

Database Changes

State Office

Estimated Caseload

Issue: According to the DFDD, an AgencyEligibles table is to be present on all databases to store case load counts by agency on the Estimated Caseload screen.

Resolution: A new AgencyEligibles table has been added to store case load counts for an agency. The ClinicEligibles table is no longer used to store agency counts, but it still stores clinic counts.

SVN-3

Vendor

Add Food Item

Issue: The Food Category drop-down list box on the Add Food Item screen is blank when creating a compliance buy for a breastfeeding participant. This prevents the user from adding food items to a compliance buy.

Resolution: The Food Category drop-down list box was blank because the participant did not have any breastfeeding infants. Adding a breastfeeding infant to the breastfeeding participant resolved the issue.

SVN-4

Database Changes

State Office

Generate Clinic Activity Report

Issue: When the OK button is clicked on the Generate Clinic Activity Report screen, the system displays a standard error message with the text, "Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding."

Resolution: When the report is output to a printer, the output has been modified to be landscape to prevent report data from being cropped.

The timeout occurs due to some of the tables in the report having many inserts/updates resulting in row locks. The report queries have been modified to ignore these row locks in order to return data in a timely manner.

The timeout value for the report queries to run has been increased to two (2) minutes for retrieval of the clinic related data and two (2) minutes for the retrieval of state related data.

The report queries run in an adequate amount of time after the timeout corrections, so no additional modifications were made.

SVN-5

State Office

Generate Breastfeeding Discontinuance Report

Issue: When the OK button is clicked on the Generate Breastfeeding Discontinuance Report screen, the system displays a standard error message with the text, "Min (956) must be less than or equal to max (-1) in a Range object."

Resolution: The query is returning an Agency 88 row and in a Minnesota database the StateCd is null, thus the system is displaying the standard error message. The code has been modified to exclude Agency 88 rows.

SVN-10

Database Changes

Reference Utility

Maintain State Nutrition Assessment Questions

Issue: When a new question is added on the Maintain State Nutrition Assessment Questions screen and the Reference Utility module is closed, the question cannot be deleted when the screen is displayed again. The system displays a standard error message (E0007) with the text, "The state nutrition assessment question is in use and cannot be deleted." The question was just added and is not in use by any participant. The same standard error message is displayed when attempting to delete recently added questions. The same issue occurs when attempting to delete answers.

Resolution: The system is working as designed. The system does not allow the deletion of questions or answers that have been used in a nutrition assessment. Additionally, the system does not allow the deletion of questions or answers if a clinic is marked as offline by ACM.

SVN-11

Reference Utility

Materials Given

Issue: The system is taking an excessively long time to display the Materials Given screen. In one instance, it took 1 minute and 20 seconds to display.

Resolution: The system was downloading the complete MaterialContacts table and iterating through it to create the list of material IDs in use. The code has been modified to use a new function using SQL to retrieve the distinct material IDs and download only the list of IDs in use.

SVN-12

Clinic

Child Health Information

Issue: On the Child Health Information screen for an infant who is over 6 months old, the Breastfeeding Now check box cannot be unchecked. When the check box is selected to be unchecked, the system displays a standard information message (I0049) with the text, "The participant's mother is categorically ineligible and mom's certification needs to be terminated."

Resolution: The standard information message has been changed to a standard confirmation message (C0068) with the text, "Mother's breastfeeding certification will be terminated because her linked infant over 6 months old stopped breastfeeding. Do you want to continue?" The options of Yes and No are available. If the user clicks Yes, the mother is terminated with the reason "Categorically Ineligible" and the change to the breastfeeding amount is allowed. If the user clicks No, the change is not made.

SVN-14

SPIRIT

Change Password

Issue: When entering a new password on the Change Password screen, the system displays a standard error message (E0373) with the text, "The password cannot be re-used." The standard error message is not descriptive enough for the user.

Resolution: The code has been modified to change the E0373 standard error message text to, "The password has been used previously. The new password cannot be the same as the previous {number} passwords." The variable {number} refers to the number of previous passwords.

SVN-16

Clinic

Mother's WIC Category Change

Issue: On the Mother's WIC Category Change screen, the Date Solids Were Introduced column requires an entry, but no entry can be made on the screen

Resolution: The code has been modified to make the Date Solids Were Introduced column not required.

SVN-19

Clinic

Mother's WIC Category Change

Issue: On the Mother's WIC Category Change screen, the dates entered can be a date in the future, which it should not be.

Resolution: The code has been modified to prevent the entry of future dates.

SVN-20

Clinic

Infant Information

Issue: When changing an infant's breastfeeding amount on the Infant Information screen, the system displays an object reference error.

Resolution: The code has been modified to verify the mother's household object is null and load it if necessary before referencing it.

SVN-21

Management Console

User Profile

Issue: On the User Profile screen, when a user selects the Active check box and enters an inactive date, the data is saved in the database. However, when the User Profile screen is displayed again, the Active check box is checked and the Inactive Date calendar control is disabled and blank. The screen is not saving the status of the Active check box.

Resolution: When the User Profile screen was loaded, the properties for the Active check box and Inactive Date calendar control were set according to values in the UserProfile table. A routine was then called that set the properties for these controls incorrectly. The code has been deleted that incorrectly set the properties.

Permissions Matrix

Issue: The DFDD is unclear as to the meaning of N/A for certain permissions on the Permissions Matrix.

Resolution: The DFDD has been updated to more clearly explain what N/A means in regards to permission levels. The permissions of View, Add, and Full are a hierarchical structure with the higher permission encompassing the lower permissions when determining what functionality the user can access. For example, if a feature has defined functionality for View and Full, but the Add permission is documented as N/A, selecting the Add permission allows the user to have the View permission. Selecting the Full permission allows the user to have the View, Add, and Full permissions even though there is no defined functionality for the Add permission. Additionally, if the user selects a View permission for a feature that has N/A for View, the user does not have access to that feature.

Issue: On the Report Filter screen, the user is unable to create a query related to InitialContactDate or FirstAppointmentOfferedDate. When either of those is selected, the system does not insert the slashes in the Enter Value group box as it does when CreateDtTm is selected. When CreateDtTm is selected first and then either InitialContactDate or FirstAppointmentOfferedDate is selected, the slashes are inserted and remain. However, the SQL statement presents a standard error message that the system cannot select a value.

Issue: When the paid files for End of Day processing are in the correct folder on the application server, they are not being processed during End of Day. Instead, the system displays a standard error message with the text, "No Bank Paid files found to process."

Resolution: A previous change to remove a redundant parameter in ImportManager caused a problem for End of Day. The code has been modified to fix the function call in End of Day.

Additionally, a bug that was fixed in End of Day to remove carriage return characters in the filenames prevented any files from being downloaded with the error of invalid characters in the path. The code has been modified to remove it and replace it with a .Trim() statement.

Mother's WIC Category Change

Issue: When a mother's WIC category is changed on the Mother's WIC Category Change screen and the infant is not linked, no new food prescription is created for the mothers. Additionally, the new pseudo-certification does not have the system-assigned risk factors (Risk Factor 133 and Risk Factor 312).

When a mother's WIC category is changed from breastfeeding to non-breastfeeding, she is in a current certification, and there are infants linked to the mother, the Date BF Verified column is not automatically populated with the current system date.

The Reason BF Ended column should be renamed to Reason Stopped.

Carriage return line feeds should be added to the I0051 standard information message.

When an infant's breastfeeding amount is changed, the I0056 standard information message should tell the user that the mother's food package is also being changed.

When an infant's breastfeeding amount is changed, the standard confirmation message (C0057) states, "Infant is over 6 months receiving Food Package III." However, the infant may be less than 6 months old. The message is misleading.

The value in the Date BF Ended column should be cleared when changing a mother from non-breastfeeding to breastfeeding.

Resolution: The Mother's WIC Category Change screen now displays for unlinked infants. For unlinked infants, the State WIC ID, Name, and Age columns are blank. The editable data grid has been renamed the Infants Born from This Pregnancy editable data grid. The standard warning message (W0017) has been changed to, "Mother's WIC category will not change because the breastfeeding changes for her infants were cancelled. Do you want to continue?" Additionally, the mother's food prescriptions with dates before today are no longer deleted.

The code has been modified to automatically populate the Date BF Verified column with the current system date.

The code has been modified to rename the Reason BF Ended column to Reason Stopped.

The code has been modified to add carriage return line feeds to the I0051 standard information message.

The I0056 standard information message text has been changed to "A new food prescription was created based on the default food package for mom. New food prescription(s) were created based on the default food package for all linked infants that had their breastfeeding amounts changed."

The C0057 standard confirmation message text has been changed to read, "Infant will be over 6 months receiving Food Package III."

The code has been modified to clear the Date BF Ended column when the mother's WIC category is changed from non-breastfeeding to breastfeeding.

Issue: When a value is entered in the Register to Vote drop-down list box on the Applicant Prescreening screen for an adult female participant, the value is not being copied into the Participant Folder.

Bank Exceptions

Issue: On the Bank Exceptions screen, there are bank exceptions for a specific month, but the Bank Reconciliation screen does not display these exceptions for that month.

The DFDD does not specify where the Quarantine Date text and value label is populating its information from within the database. According to the change order, it should be in the BankExceptions table, but it is not and cannot be found in the database.

The change order specified that the BNKEXCPTREASON category of the Reference Dictionary table would be cleaned up and have several exceptions removed. No exceptions were removed, but several were added.

The numeric data in the Bank Exceptions data grid is left-aligned on the Bank Exceptions screen; it should be right-aligned according to the change order.

When the Process Banking File button is clicked on the Bank Exceptions screen, the system displays a standard error message (E0181) with the text, "The file was not found. Please verify the file path and name." This may be due to the system trying to find the EODProcess.XML file in the website folder. However, some environments keep the file with the application server files. This part of the application uses the correct file name, but End of Day processing does not. The same code should be used to generate the file name.

The OnDemandBankPaidFileProcess table does not record the CreateUserID or the ModifyUserID. It does record the AccessUserID, however.

When processing the bank file, the process is not using the application server. Instead, it uses the web server. The system is using its current environment to execute code.

Resolution: If there are no bank exceptions with a paid date that is within the specified date range, then the bank exceptions do not display on the Bank Reconciliation screen.

The Quarantine Date text and value label is taking its value from the CreateDtTm column of the BankExceptions table. The DFDD does document this information as of the 2.17 release.

The BNKEXCPTREASON category of the Reference Dictionary table contains foreign keys to other tables. Because the system does not use a foreign key constraint on these, if they were deleted there would be an issue with referential integrity. The code has been modified to set them to inactive rather than deleting them.

The numeric data in the Bank Exceptions data grid is left-aligned on the Bank Exceptions screen because they are not necessarily numeric values. The benefit number and stamp number are varchar values in the database. Additionally, the leading zeros on the values are significant and can only be displayed when stored as varchar.

The file name used when the Process Banking File button is clicked is using the same function to name the file as is used during End of Day. The system looks in the application folder for the file.

The OnDemandBankPaidFileProcess table does record the CreateUserID or the ModifyUserID. It uses the standard DataAccess layer functions. This may be an issue with the test environment being used.

The web server should be used when processing the bank file because the application can be run from any computer on the network. By necessity, this process must run on the web server.

Additionally, when the bank exception is modified on the Resolve Exception screen, the system displays a standard confirmation message (C0066) with the text, "Do you want to save your changes to the Bank Exception?"

When the permission for accessing State Office is set to "Add" or "View", the user can open and access the State Office module.

Resolution: The permissions are functioning as designed. The DFDD has been updated for Feature ID 715 to be the Report Generator feature of the State Office feature group. All permission types allow access to the Report Generator module.

Additionally, the DFDD has been updated for Feature ID 300 to be for the State Office feature. The view permission allows access to generate reports.

The timeout period elapsed prior to completion of the operation or the server is not responding. The statement has been terminated."

Resolution: The code has been modified to retrieve the report using the dbo.uspLoadYearTodateParticipationOutlays stored procedure. The report no longer scans the FoodInstrumentItemRedeemed table for non-EBT and non-direct distribution databases. The FoodInstrumentSet, FoodInstrument, and FoodInstrumentItemRedeemed tables are scanned once to retrieve summary values instead of being scanned multiple times. The data is retrieved using WITH (NOLOCK) hints in order to reduce data contention.

The SQL connection for the data retrieval has been changed to have a timeout of six (6) minutes. The data returned from the database is now binary compressed in order to reduce latency from the web server to the client application. The retrieval times for the Clinic, Grantee, and Agency options have been significantly reduced. The retrieval times for the State and All options have been reduced, but times over a minute may still occur depending on the amount of data required.

Benefits (Issue Benefits)

Issue: A participant with monthly issuance has three months of benefits suggested on the Benefits (Issue Benefits) screen. The participants are receiving more benefits than their issuance frequency.

Issue: When a price is entered for a parent item on the Price List Details screen, the child item is correctly calculated. However, if the price for the parent item is cleared and a rejection reason is selected, the child item's price is not cleared. Rejecting the parent item and resubmitting a different price is not reflected in the child item. As a result, the system approves the price survey even though a price was rejected.

Resolution: The code has been modified to divide the retail item price by size and take the maximum price from all the retail items linked to the distribution item.

Compliance Buy Benefits

Issue: On the Compliance Buy Benefits screen, there is a six (6) item limit for the number of food items. However, some benefits may have seven (7) food items. Additionally, only three (3) benefits are available to be populated on the screen. Some default food packages have four (4) benefits and, as a result, two food packages must be created to account for the fourth benefit which usually results in benefit numbers that are not sequential.

Resolution: The code has been modified to allow the entry of seven (7) food items in each of the three (3) benefits.
