A new version of the WIC EBT Middleware (WEM) software is available with this release. This version contains the following code updates:

UI 2020.1 MIS to EBT Account Type.
Prior to upgrading to this release of the software, verify that the WEM outbox folder is empty. This folder can be identified by looking at the FILERECEIVEPATH column within the EBTCONNECTIONINFO table.
With this release of the software, changes must be made manually to support the new Balto home delivery functionality in the SPIRIT WIC system.
To update the settings in the WEM Configuration Manager, complete the following steps:
1. Open the WEM Configuration Manager on the WEM server.
2. Select your state's environment in the Configuration tree list.
3. Select the Universal Service 2020 tab.
4. For states not using the Balto home delivery functionality, the Installation text box displays the default value of "EBT", and all other controls are blank. No additional information is required.
5. For states using the Balto home delivery functionality, contact CDP for assistance in completing this tab.
6. Close the WEM Configuration Manager.
To update settings in the SPIRIT WIC system, complete the following steps:
The UsesMOV business rule with in the STATEBUSINESSRULES table must be set to "Y".
To create a "Home Delivery" store type, complete the following steps to map the vendor type to a new or existing store type:
On the Store Types screen within the Reference Utility application module create a new store type or edit an existing store type.
In the Description text box on the Store Type screen, enter "Home Delivery".
In the Vendor Type drop-down list box, select the "Home Food Delivery Contractor" option, and click the OK button.
To create a "Home Delivery" peer group, complete the following steps:
On the Peer Group Pricing screen within the Vendor application module create a new peer group, or rename an existing peer group.
In the Description text box on the Peer Group screen, enter "Home Delivery", and click the OK button.
To apply the "Home Delivery" store type and peer group to vendors, complete the following steps on the Demographics screen within the Vendor application module for each participating vendor:
Select the "Home Delivery" option in the Store Type drop-down list box.
Select the "Home Delivery" option in the Peer Group drop-down list box.
States/ITOs should run End of Day and End of Month processes in the following order:
Run the original End of Day Process - only required if your state's environment supports checks
Run the new End of Day Command Line Batch Processing
Run the new End of Month Command Line Batch Processing

The SPIRIT WIC Detailed Functional Design Document (DFDD) was updated. For more information, see the DFDD changes and the database changes for this enhancement. R2: Any occurrence of the term “Mail Order Vendor (MOV) benefits” in the SPIRIT software and DFDD will be permanently replaced with “Balto home delivery benefits”. To accommodate the R2 requirement for this enhancement, the SPIRIT WIC Detailed Functional Design Document (DFDD) was updated. For more information, see the DFDD changes for this enhancement. No SPIRIT WIC system or database changes were required. R3: Modification to support the following Balto household account types in messages to the EBT Processor:
The Household Balto Type drop-down list box on the EBT Household Demographics screen will not be disabled once a selection is made. This drop-down list should be dynamic and enabled, with the ability for updates at any point during a participant’s benefit cycle or certification, and before or after any purchases have been made. To accommodate the R3 requirement for this enhancement, the SPIRIT WIC system was modified to support the Balto household account types in messages to the EBT Processor:
For more information, see the DFDD changes for this enhancement. No database changes were required. R4: For all households that were issued an EBT card in SPIRIT prior to 2.39, the Household Balto Type drop-down list box on the EBT Household Demographics screen will default to the value of “Non-Balto”. To accommodate the R4 requirement for this enhancement, the SPIRIT WIC system was modified to change the Household Balto Type drop-down list box on the EBT Household Demographics screen within the Clinic application module to default to "Non-Balto". Records created prior to Release 2.39 with a value of "Non-MOV" will display as "Non-Balto". For more information, see the DFDD changes and the database changes for this enhancement. R5: Support a new Store Type of “Home Delivery” – This would be identified on the Vendor Folder in Vendor Management and communicated through the nightly Vendor batch file process. “Home Delivery” would act in place of “MOV Vendor”; “MOV Vendor” should be removed from the Store Type drop-down menu. To accommodate the R5 requirement for this enhancement, the SPIRIT WIC system was modified to support a vendor type "H" for home delivery. The Authorized Vendor File was updated in Release 2.38 to include the store type during End of Day Command Line Batch Processing. To create a "Home Delivery" store type, states must map the new vendor type to a new or existing store type on the Store Types screen within the Reference Utility application module. Then, the store type must be selected in the Store Type drop-down list box on the Demographics screen within the Vendor application module for each participating vendor.

R6: Support a new Peer Group of “Home Delivery” – This would be identified on the Vendor Folder in Vendor Management and communicated through the night Vendor batch file process. To accommodate the R6 requirement for this enhancement, the SPIRIT WIC system was modified to support a vendor type "H" for home delivery as described in R5 above. To create a "Home Delivery" peer group, states must create a new, or rename an existing, peer group on the Peer Group Pricing screen within the Vendor application module. Then, the peer group must be selected in the Peer Group drop-down list box on the Demographics screen within the Vendor application module for each participating vendor. For more information, see the DFDD changes for this enhancement. No database changes were required. R7: The DFDD shall be updated to accurately reflect the changes that have been made as a result of this Change Request. To accommodate the R7 requirement for this enhancement, the SPIRIT WIC Detailed Functional Design Document (DFDD) was updated. For more information, see the DFDD changes for this enhancement. No database changes were required. R8: Changes to the Clinic DFDD are needed as detailed below. The EBT Household Demographics topic should be updated as follows:
In the Household Balto Type drop-down list box, select the whether the participant receives benefits issued from a state-contracted home delivery vendor.
To accommodate the R8 requirement for this enhancement, the SPIRIT WIC Detailed Functional Design Document (DFDD) was updated. For more information, see the DFDD changes for this enhancement. No database changes were required. R9: States Agencies are not required to update to the new WEM if not using this new feature for account type update. To accommodate the R9 requirement for this enhancement, the WIC EBT Middleware (WEM) is compatible with prior versions of the SPIRIT WIC system. For states not using the Balto home delivery functionality, the Installation text box displays the default value of "EBT", and all other controls are blank on the Universal Service 2020 tab in the WEM Configuration Manager. No additional information is required for WEM to function normally with prior versions of the SPIRIT WIC system. No SPIRIT WIC system modifications, DFDD changes, or database changes were required. R10: Changes to the Appendix DFDD Uses Mail Order Vendor (MOV) topic (for Business Rule UsesMOV) needs to be significantly rewritten to include updates regarding technology, delivery and rebranding. To accommodate the R10 requirement for this enhancement, the business rule topic remains unchanged. The Detailed Functional Design Document (DFDD) changes were restricted to user interface changes from "MOV" to "Balto". No SPIRIT WIC system modifications, DFDD changes, or database changes were required. |
