Changes made in this release of the software are detailed below.
The SPIRIT WIC system currently supports magnetic cards and magnetic card readers in online Electronic Benefit Transfer (EBT) environments, but not smart cards with RFID chips or smart card readers in offline Electronic Benefit Transfer (EBT) environments.
In addition to supporting magnetic cards and magnetic card readers in online Electronic Benefit Transfer (EBT) environments, users wanted the SPIRIT WIC system to support smart cards with RFID chips and smart card readers in offline Electronic Benefit Transfer (EBT) environments.

Swipe Card or Type PAN text box labels |
Users wanted the Swipe Card or Type PAN text box labels to clearly indicate that end users can either insert a smart card in offline EBT environments or to swipe a card in online EBT environments. To accommodate this enhancement request, the Swipe Card or Type PAN text box labels were changed to "Insert or Swipe Card, or Type PAN" on the following screens in the SPIRIT WIC system:

Proxy Card Issuance |
Because EBAs only have one balance and that balance is stored on portable media (a smart card), only one card can be issued to a household in the WIC Program. In offline EBT environments, benefit balances are stored on smart cards instead of hosted systems. Therefore, users wanted to ensure that no proxy cards could be issued within the SPIRIT WIC system in offline EBT environments. To accommodate this enhancement request, a new EBT_OFFLINE business rule was added to the SPIRIT WIC system. When the value of the EBT_OFFLINE business rule is set to "Y", the SPIRIT WIC system operates in offline EBT environment mode, which ensures that only one card can be issued to a household. |

Compliance Buys |
Vendor managers wanted the ability to issue compliance buy cards to use for investigative purposes during compliance buys at vendor store locations. Users requested that the compliance buy process in Electronic Benefit Transfer (EBT) environments be engineered to utilize the same forms used for compliance buys in paper-based checking environments. Additionally, users needed the following additional functionality added to Electronic Benefit Transfer (EBT) environments for compliance buys:

Reset Smart Card PINs |
Users wanted the ability to reset the PIN for a household's smart card within the SPIRIT WIC system. To accommodate this enhancement request, a new Reset PIN button was added to the following screens in the SPIRIT WIC system:
In addition, functionality was added to allow resetting of a household's smart card PIN on a new Card Diagnostics screen in the Clinic application module. |

Smart Card Diagnostics |
Users wanted a Smart Card Diagnostics utility to perform smart card management functions. To accommodate this enhancement request, the following changes were made to the Clinic application module within the SPIRIT WIC system:

The Void Current and Future Benefits radio button also allows a participant or a participant’s authorized representative to return items that were redeemed at a clinic location (service site redeemed). The system retrieves the service site redemptions from the SERVICESITEREDEMPTIONLOG table by issuance number.
"Additionally, if the participant's benefit set contained formula food items that were redeemed at a clinic location (service site redeemed), the Return Redeemed Items screen displays." (NOTE: The Return Redeemed Items screen was removed in Release 2.28.01.) A new Return Redeemed Items screen topic was added. (NOTE: The Return Redeemed Items screen was removed in Release 2.28.01.) A new View Service Site Redemptions menu option was added to the Activities menu (Participant List) topic. A new View Service Site Redemptions screen topic was added. The following topics documented the old Compliance Buy Wizard and were removed entirely from the Vendor DFDD:
A new Compliance Buy topic was added to document the new Compliance Buy event and follow-up activity processes. Below the OK button on the Events screen topic, the Compliance Buy bullet was updated as follows: When the Compliance Buy event is selected, a Compliance Buy event is added directly to the Vendor Events tree list on the All sub-tab. Additionally, a Compliance Buy event is added to the Vendor Events data grid on the Compliance Investigation sub-tab. For more information about the Compliance Buy event, see the Compliance Buy topic. The following changes were made to the Follow-up Activities screen topic:
When the Compliance Buy follow-up activity is selected, a Compliance Buy follow-up activity is added directly to the selected event on the Vendor Events tree list of the All sub-tab. Additionally, a Compliance Buy follow-up activity is added to the Vendor Events data grid on the Compliance Investigation sub-tab.
