Changes made in this release of the software are detailed below.

ENH-485

The SPIRIT WIC system currently supports magnetic cards and magnetic card readers in online Electronic Benefit Transfer (EBT) environments, but not smart cards with RFID chips or smart card readers in offline Electronic Benefit Transfer (EBT) environments.

In addition to supporting magnetic cards and magnetic card readers in online Electronic Benefit Transfer (EBT) environments, users wanted the SPIRIT WIC system to support smart cards with RFID chips and smart card readers in offline Electronic Benefit Transfer (EBT) environments.

Swipe Card or Type PAN text box labels

Users wanted the Swipe Card or Type PAN text box labels to clearly indicate that end users can either insert a smart card in offline EBT environments or to swipe a card in online EBT environments.

To accommodate this enhancement request, the Swipe Card or Type PAN text box labels were changed to "Insert or Swipe Card, or Type PAN" on the following screens in the SPIRIT WIC system:

  • Assign Card (Clinic)

  • Assign Card (Vendor)

Proxy Card Issuance

Because EBAs only have one balance and that balance is stored on portable media (a smart card), only one card can be issued to a household in the WIC Program. In offline EBT environments, benefit balances are stored on smart cards instead of hosted systems. Therefore, users wanted to ensure that no proxy cards could be issued within the SPIRIT WIC system in offline EBT environments.

To accommodate this enhancement request, a new EBT_OFFLINE business rule was added to the SPIRIT WIC system. When the value of the EBT_OFFLINE business rule is set to "Y", the SPIRIT WIC system operates in offline EBT environment mode, which ensures that only one card can be issued to a household.

Compliance Buys

Vendor managers wanted the ability to issue compliance buy cards to use for investigative purposes during compliance buys at vendor store locations. Users requested that the compliance buy process in Electronic Benefit Transfer (EBT) environments be engineered to utilize the same forms used for compliance buys in paper-based checking environments.

Additionally, users needed the following additional functionality added to Electronic Benefit Transfer (EBT) environments for compliance buys:

  • Create Compliance Buy EBA household accounts and participants,

  • Assign cards,

  • Issue benefits to assigned cards, and

  • Enter information about the compliance buy benefits when a compliance buy is returned.

To accommodate this enhancement request, the following changes were made to the Vendor application module within the SPIRIT WIC system:

  • The existing Compliance Buy Benefits screen was modified to allow the issuance of benefits in both paper-based checking and Electronic Benefit Transfer (EBT) environments.

  • A new screen, New EBA Preparation, was added.

  • The old Compliance Buy Wizard was removed. To create a Compliance Buy event and a Compliance Buy follow-up activity, the functionality was modified to perform as follows:

  • When creating a new Compliance Buy event, the SPIRIT WIC system now adds the Compliance Buy event directly to the Vendor Events tree list on the All sub-tab.

  • When creating a new Compliance Buy follow-up activity, the SPIRIT WIC system now adds the Compliance Buy follow-up activity directly to the selected event on the Vendor Events tree list of the All sub-tab.

Service Site Redemptions

Users wanted the SPIRIT WIC system to support the issuance of formula food items directly from clinic locations.

To accommodate this enhancement request, the following changes were made within the SPIRIT WIC system:

  • A new Service Site Redemption group box was added to the Food Distribution Item screen in the Reference Utility application module. The controls in this new group box allow users to identify which benefits are allowed to be redeemed at clinic locations (service site redeemed).

  • The following screens were modified to allow the selection of food items to be redeemed for participants at a clinic location:

  • Aggregated Issuance for EBT Account (Clinic)

  • Aggregated Issuance for EBT Account (Vendor)

  • The Clinic application module within the SPIRIT WIC system was modified as follows:

  • The Food Adjustment Wizard was modified to account for voids and returns of food items that were redeemed at clinic location.

  • A new Return Redeemed Items screen was added to facilitate the return. (NOTE: The Return Redeemed Items screen was removed in Release 2.28.01.)

  • Additionally, three new screens were added to allow users to view and filter a list of formula food items redeemed at clinic locations.

  • View Service Site Redemptions (Central Administrative Site)

  • View Service Site Redemptions (Clinic)

  • View Service Site Redemptions (State Office)

Reset Smart Card PINs

Users wanted the ability to reset the PIN for a household's smart card within the SPIRIT WIC system.

To accommodate this enhancement request, a new Reset PIN button was added to the following screens in the SPIRIT WIC system:

  • EBT Household Demographics (Clinic)

  • EBT Household Demographics (Vendor)

In addition, functionality was added to allow resetting of a household's smart card PIN on a new Card Diagnostics screen in the Clinic application module.

Smart Card Diagnostics

Users wanted a Smart Card Diagnostics utility to perform smart card management functions.

To accommodate this enhancement request, the following changes were made to the Clinic application module within the SPIRIT WIC system:

  • A new Card Diagnostics menu option was added to the Benefit Management menu.

  • A new Card Diagnostics screen was added.

Additionally, the new Card Diagnostics screen in the Clinic application module was designed to include the following controls:

  • Card Number text and value label

  • Status text and value label

  • Status Reason text and value label

In Appendix B, the following new business rules were added:

In Appendix D, the following updates were made to the Messages Matrix:

  • The standard information message I0007 was updated as follows:

"Current and future benefits were successfully voided. Direct shipped benefits with a paid date were not voided. Clinic-Redeemed Items that were returned were voided."

The Void Current and Future Benefits radio button also allows a participant or a participant’s authorized representative to return items that were redeemed at a clinic location (service site redeemed). The system retrieves the service site redemptions from the SERVICESITEREDEMPTIONLOG table by issuance number.

  • The following sentence was added to the OK button click process:

"Additionally, if the participant's benefit set contained formula food items that were redeemed at a clinic location (service site redeemed), the Return Redeemed Items screen displays." (NOTE: The Return Redeemed Items screen was removed in Release 2.28.01.)

When the Compliance Buy event is selected, a Compliance Buy event is added directly to the Vendor Events tree list on the All sub-tab. Additionally, a Compliance Buy event is added to the Vendor Events data grid on the Compliance Investigation sub-tab. The following changes were made to the Follow-up Activities screen topic:

  • The Compliance Buy follow-up activity was added to the Follow-up Activity Type list box.

  • The following content was added below the OK button:

When the Compliance Buy follow-up activity is selected, a Compliance Buy follow-up activity is added directly to the selected event on the Vendor Events tree list of the All sub-tab. Additionally, a Compliance Buy follow-up activity is added to the Vendor Events data grid on the Compliance Investigation sub-tab. Below the Details button on the All sub-tab topic, the Compliance Buy row in the Event/Follow Up Activity table was updated as follows:

  • If the value of the VNDR_COMPBUY_FI_ENABLE_DELIVERYTYPE_EBT business rule is set to "Y" and the user attempts to view the details of a Compliance Buy event or follow-up activity, the Compliance Buy Benefits screen displays.

  • If the value of the VNDR_COMPBUY_FI_ENABLE_DELIVERYTYPE_EBT business rule is set to "N" and the user attempts to view the details of a Compliance Buy event or follow-up activity, a standard error message (E0424) displays.

The Activities menu on the Vendor List screen was updated as follows:

  • Content documenting when the Compliance Investigators sub-menu option was enabled was removed since the menu option is now always enabled regardless of check or EBT mode.

  • Content documenting when the Compliance Buy Benefits sub-menu option was enabled was removed since the menu option is now always enabled regardless of check or EBT mode.
