Unless otherwise stated below, all controls on the Assessment Options screen are visible and enabled when:
The screen is active.
If one or more special conditions exist that affect a control on the Assessment Options screen, the condition(s) are documented for that specific control below.
View the name of the Peer Group selected on the Peer Group Assessment screen in the Peer Group text and value label.
Information in this control is read-only and cannot be changed. The value label displays in the inverse color of the screen.
View the count of all vendors that are currently in the Peer Group who are in Enrolled and Probation status in the Vendor Count text and value label.
This is the number of vendors who are members of the Peer Group described in the Peer Group control. The value is calculated by counting the vendors with a PeerGroup value in the Vendor database table that matches the PeerGroup value in the PeerGroup database table and Vendor Status in Enrolled and Probation.
Information in this control is read-only and cannot be changed. The value label displays in the inverse color of the screen.
Complete the information in the Options for Determining Peer Groups group box.
Use this group box to indicate which data elements to examine when assigning vendors to Peer Groups. To use a data element in the assessment, check the Include check box. You can then enter a Priority in the corresponding text box.
The Priority text box indicates the rank of importance placed on the data element as compared to the others. This control allows the entry of numeric values with the highest number available being nine (9). Lower numbers indicate higher priorities. As you edit Priority values, the system will automatically adjust the other Priority values to maintain an ordered list, shifting other Priority values lower or higher as needed. If a Priority value is not entered for an active data element, it will be assigned the lowest priority.
The Include check box stores whether or not the state agency wishes to utilize the data element in the calculation. The check box changed event will determine the enabled or disabled status of the rest of the controls in the same row. When deselected, the Priority text box, the masked edit boxes (in the Selection Variables group box), and the value labels (in the Selection Variables group box) are disabled. The values in the disabled controls will remain unchanged.
The Priority text box displays an integer value that holds the rank of importance the state agency places on the data element in comparison to the others. The lower the number, the more importance the state agency places on the parameter. The screen responds to changes in the text boxes by readjusting the other numbers. For example, if the user changes the value in the WIC Sales Priority text box from 3 to 1, the screen adjusts the other Priority text box entries higher or lower as needed to maintain a uniquely ordered list. If the user enters gaps in the order, either by disabling a parameter or by entering a large number into a text box, the system will reorder the numbers to eliminate any gaps when the Save button is clicked. If an included data element does not have a priority entered, it is entered by the system as the lowest priority.

Complete the information in the Selection Variables group box.
Use this group box to set the ideal values for each Peer Group. Ideal values can be entered for each data element marked for inclusion (by selecting the Include check box in the Options for Determining Peer Groups group box).
The values in the disabled controls will remain unchanged.
The values entered in the Minimum Range masked edit boxes must be less than or equal to the values entered in the Maximum Range masked edit boxes.
The value labels are provided to aid the vendor manager in establishing the Peer Group selection variables. They are for display purposes only and are not factors in the calculation.
Only the selection variables that are activated are included in the calculation. The active variables are examined for the vendor as a percentage association with each potential Peer Group. The vendor value for the selection variable is compared to each Peer Group range and all Peer Groups that match are assigned some percentage possibility. The Peer Groups for which the range does not apply have a 0% match for the parameter. For all ranges that do match, the average of the range is determined and all the Peer Groups are placed onto a 100% scale. The nearest match (deferring to the current or lowest Peer Group number, respectively, in the case of a tie) is determined to be the best Percentage Match with all others being disregarded.
The Percentage Match formula for a specific criterion is the Peer Group value, minus the absolute value of the normalized Peer Group and Vendor difference, divided by the Peer Group value. The actual calculation is as follows, where x = Vendor value and y = Peer Group value: ((y-|x-y|)/y)*100.
The Priority assignment will value the highest priority element 5% more than the average element and the remaining elements' weight distributed evenly across a scale ((max-min)/(variables-1)). The actual Priority Max/Min formula is as follows, where x = # of active variables (1-8): (100/x)+or-5.
Each of the variable percentage values is weighted by the variable priority and the total for each Peer Group is calculated. The highest total Peer Group percentage is suggested as the best match. Therefore, if a Peer Group has the highest Percentage Match for all measured criteria for a specific vendor, then it is a 100% overall match based on the values given by the Priority assignment formula. Iff a Peer Group has the highest Percentage Match for only the number 1 priority criterion of only two measured criteria, then it is a 55% overall match.
