The SPIRIT WIC system allows users to assign a specific household member as the primary cardholder for electronic benefits. In some states, participants under the age of five (5) years are not allowed to be the primary cardholder.

The business rule enables the state to control whether the assignment of a primary cardholder is allowed for participants under five (5) years of age.
