Business Rule: EBT_OFFLINE

Because Electronic Benefit Accounts (EBAs) only have one balance and that balance is stored on portable media (a smart card), only one smart card can be issued to a household in the WIC Program. In off-line EBT environments, benefit balances are stored on smart cards instead of hosted systems. Therefore, proxy cards cannot be issued within the SPIRIT WIC system in off-line EBT environments.

For states utilizing Electronic Benefit Transfer (EBT) smart cards, this business rule allows the state to indicate that the SPIRIT WIC system should operate in off-line EBT environment mode.

Enables the SPIRIT WIC system to operate in off-line EBT environment mode, which modifies the SPIRIT WIC system as follows:

  • Ensures that only one card can be issued to a household on the following screens:

  • Assign Card (Clinic)

  • Assign Card (Vendor)

  • The Reset Bad PIN Count button is not available on the following screens:

  • EBT Household Demographics (Clinic)

  • EBT Household Demographics (Vendor)

  • The Reset PIN button is available on the following screens:

  • EBT Household Demographics (Clinic)

  • EBT Household Demographics (Vendor)

  • The Card Diagnostics menu option is available on the Benefit Management menu in the Participant Folder.
