Changes made in this release of the software are detailed below.

SPIRIT release 2.16 contains the system modifications for SPIRIT to work in Windows 7. However, JIRA WIN-6, which was an issue in ENH-358/CO 362, had to be removed in order to continue working on a solution when UAC (User Account Control) is turned on in a Windows 7 environment. If states have, or plan to have, UAC turned on, they should not image a workstation after upgrading to 2.16. States need to wait until WIN-6 is resolved. If UAC is turned off, there is nothing to resolve and states can use that for their workstation images.

Participation by Priority/Category/Ethnicity Group Report CLD020 (Output)

The Participation by Priority/Category/Ethnicity Group Report CLD020 (Output) has been modified to add Ethnicity code and to group different races by ethnicity based on the WIC status priority. The report displays different WIC status counts by ethnicity, priority, and race codes.

Additionally, the Participation by Priority/Category/Ethnicity Group Report CLD020 (Output) is now included in the Clinic and Central Administrative Site applications.

Follow-up Information

A new update class enrollments web method has been added to the code that updates class enrollment follow-up information for a given household on a specified day.

A new update appointments web method has been added to the code that updates appointment follow-up information for a given household on a specified day.

The new web methods are in CalendarManager, CalendarService, CalendarServiceAgent, and the update service reference.

The code for the Follow-up Information screen has been modified to use the update class enrollments and update appointments web methods.

VOC Certification

The VOC Certification screen has been modified to include a new Priority text box for the user to specify a new priority for the certification.

If no priority is entered in the Priority text box, the system assigns the priority based on the participant's risk factors.

The system assigns Risk Factor 502, but if the priority entered in the Priority text box is less than the priority associated with Risk Factor 502 for the participant's WIC category, age category, and breastfeeding amount, the system assigns the higher priority from Risk Factor 502.

If the priority entered in the Priority text box is greater than the priority associated with Risk Factor 502, and no additional risk factors are assigned, the system assigns the priority entered by the user.

If any anthropometric information, blood work, or other indication is entered within the Participant Folder which causes additional risk factors to be system-assigned or if the user adds new CPA-assigned risk factors within the Participant Folder, the system assigns the priority associated with those risk factors. If the priority calculated by the risk factor(s) evaluation process is higher than the priority entered by the user on the VOC Certification screen, the calculated priority is assigned. If the calculated priority is less than the one currently assigned to the participant, the existing priority is not changed.

Based on the entries made on the VOC Certification screen for an infant applicant, certain controls are now populated on the Child Health Information screen. These controls include the option selected in the Ever Breastfed radio button group, the Breastfeeding Now check box, and the date entered in the Date Breastfeeding Verified calendar control.

Risk Factors, Postpartum Information, and Child Health Information

The system has been modified to automatically assign Risk Factor 142 when an infant has a calculated gestation of 37 weeks and 0 days but to allow the CPA to assign the risk factor when the assignment method in the RiskFactorReference table is set to "B". When Risk Factor 142 is assigned by the CPA and a value changes that would remove the risk factor, it is not removed if it was CPA-assigned.

If the infant has a calculated gestation of 37 weeks and 1 day or more, Risk Factor 142 is not automatically assigned. To correctly calculate the gestation period, when the mother and infant are linked in the system, the mother's LMP Start Date is subtracted from the infant or child's date of birth. A new LMP Start Date column and Expected Delivery Date column have been added to the postpartum database table to store the same values found in the mother's pregnancy record. Additionally, a new Days Gestation column has been added to the Child table to correctly calculate the gestation period in days and weeks. If the mother and infant are linked and the mother is certified first, the calculated length of gestation based on the mother's information is stored in the child record in the weeks and days gestation columns.

The Postpartum Information screen has been modified to include the Expected Delivery calendar control and the LMP Start Date calendar control. These controls are disabled when the mother has a pregnancy linked with the postpartum certification during a Certification Guided Script. If there is no associated pregnancy record because the mother was not on WIC during the associated pregnancy, the controls are enabled and an entry is required.

The Child Health Information screen has been modified to include a new Gestation group box that contains the Weeks masked edit box, the Weeks text and value label, and Days text and value label. The text and value labels display the total gestation period for the infant or child based on the gestation calculation. Additionally, the Preterm or Early Term Delivery check box has been removed.

Growth Grids and Risk Factors

The system has been modified to assign risk factors based on an infant or child's exact age without rounding the age. The data points on the Growth Grids have been modified to be positioned at approximately the exact date. Infants and children up to 24-months of age are adjusted for prematurity.

Issue Benefits

The system has been modified to allow month-to-month issuance of benefits rather than using the standard 27-day issuance cycle currently in the system. The new CLN_AllowFutureBenefitsWithinDays business rule allows the state to define the number of days for benefit issuance.

Schedule Appointments for Household, Schedule Group Education Class for Household, and View Appointments for Date

The Schedule Appointments for Household screen, Schedule Group Education Class for Household screen, and the View Appointments for Date screen have been modified to add a visual cue when a calendar day has every time slot for every resource available scheduled. When no additional times may be scheduled for any available resources, the color of the calendar day changes to turquoise.

If the resource has both regular appointments and group classes, the day is considered full and changes color to turquoise.

Capture Staff Electronic Signature

The Capture Staff Electronic Signature screen has been modified to allow a staff member to sign the signature pad only one time each day for each certification.

When a participant's certification is successfully completed, a check is performed before the staff member is prompted to provide a signature. The system verifies all certifications completed for members of the applicant's household on the current date. The signature provided for those certifications are identified.

If none of the signatures provided for the certifications belongs to the signed on staff member, the Authorized Signature picture box is blank and the staff member is required to provide a signature.

If the signature provided for one of the certifications identified belongs to the signed-on staff member, the Authorized Signature picture box displays the previously saved signature as if the staff member has signed the signature pad. The signature the staff member provided earlier that day is copied and linked to the new certification through the certification ID value. The signatures are stored in the CertStaffESign table. The copied signature record has the same UserID, CSignature, CreatedUserID, and ModifiedUserID. The CertificationID value of the copied signature is changed to the identification number of the certification attempt being completed, and the CreatedDTTM and ModifiedDTTM values of the copied signature record are changed to the current date and time.

AdditionalInfo1, Agency Settings, Maintain Medical Clinics, Medical Clinic, Maintain Medical Providers, and Medical Provider

The AdditionalInfo1 screen has been modified to include two new controls. The Medical Clinic drop-down list box is used to record the medical clinic used by the client. The Medical Provider Name drop-down list box is used to record the name of the medical provider for the selected medical clinic.

The Agency Settings screen of the System Administration application has been modified to include a Require Medical Clinic check box and a Require Medical Provider check box. When the check boxes are checked, the Medical Clinic and/or Medical Provider Name drop-down list boxes on the AdditionalInfo1 screen are required.

A new Maintain Medical Clinics screen has been added to the System Administration application to manage medical clinics for the agency. A new Medical Clinic screen has been added to provide the ability to add or edit medical clinics.

A new Maintain Medical Providers screen has been added to the System Administration application to manage medical providers for the agency. A new Medical Provider screen has been added to provide the ability to add or edit medical providers.

Participant List

The system has been modified to allow additional search options on the Participant List screen.

The Local radio button has been renamed the Clinic radio button. Additionally, a new Agency radio button has been added to allow the user to search based on the agency they are currently signed into.

As part of the change request, several screens in the Management Console application were updated to meet standards and consistencies by correcting the Visual Basic form icon, changing spacing of controls, updating control names, and/or changing vertical menu icons. The following screens were modified:

Demographics and Income Calculator

The system has been modified to allow the state to define whether pending proof of ID, income, and/or residency is allowed for certification.

A new CLN_AllowPendingProof_ID business rule has been added to the system. It allows the state to specify if the "Pending Proof" option is available in the ID Proof drop-down list box on the Demographics screen.

A new CLN_AllowPendingProof_Residency business rule has been added to the system. It allows the state to specify if the "Pending Proof" option is available in the Residency Proof drop-down list box on the Demographics screen.

A new CLN_AllowPendingProof_Income business rule has been added to the system. It allows the state to specify if the Pending Proof of Income check box is enabled on the Income Calculator screen.

The Participant List screen has been modified to display the PFDTU along with the LDTU in the Details pane.

Growth Grids

The system has been modified to include three new growth grids based on the WHO (World Health Organization) guidelines for infants and children from birth to 24-months. The following growth grids have been added:

  • 0-24 WHO Len/Age

  • 0-24 WHO WT/Age

  • 0-24 WHO WT/Len

Any measurements that are entered for a participant prior to the implementation of this enhancement are displayed on the B-36 Len/Age screen, B-36 Wt/Age screen, and B-36 Wt/Len screen.

Reference Utility

Risk Factors, Edit High Risk Threshold, and Edit Threshold Field Value

The Edit High Risk Threshold screen and the Edit Threshold Field Value screen have been modified to remove the "th" from the "th percentile" label for values with a Field Name of either "Weight-length/BMI" or "Length-Height/Age". Additionally, the Field Value now allows entry of numbers with one decimal place.

The existing method of assigning Risk Factor 103 for infants and children less than 24-months old measured recumbently has been modified. When a new height/weight measurement is recorded either in the Participant Folder or during a Certification Guided Script for an infant or child less than 24-months of age, the system calculates a weight-for-length percentile. If the calculated weight-for-length percentile is less than or equal to the 5th percentile based on the new WHO growth grids, the system automatically assigns Risk Factor 103. No age adjustment is required for premature infants or children because the calculation is based on the weight-for-length percentile.

A new Risk Factor 115 has been added to the system. The risk factor is system-assigned when an infant or child's weight-for-length percentile is less than or equal to the 97.7th percentile. It is only assigned to infants and children less than 24 months of age.

Infant Information

Issue: During a VOC certification, the system requires birth height and weight information on the Infant Information screen when attempting to link an infant to a mother. This is required in the mother's record but not in the infant's record. For an earlier release, the system was modified to skip validation of birth height and birth weight for VOC participants. Entering a value of zero (0) for the height or weight results in a standard error message.

Resolution: The code has been modified to allow and display a zero (0) value in the Birth Height In masked edit box, Birth Height 8ths masked edit box, Birth Weight Lbs masked edit box, and Birth Weight Ozs masked edit box.

Official Notification Document (Output)

Issue: The Official Notification Document (Output) for Partially Breastfeeding Greater than the Max prints with the Agency address and Clinic telephone. The document should print with both the Clinic address and telephone.

Resolution: The code has been modified to display ServiceSiteName for the Clinic Name. The Telephone number is now taken from ServiceSite.Phone. Additionally, new code has been added to correctly format the phone number as "###-###-####".

Official Notification Document (Output)

Issue: The Official Notification Document (Output) is not printing the correct information. It indicates that participants will be terminated and states "NOT CERTIFIED". The termination dates do not match the certification end dates. In other instances, recertification due notices are printed when the participant will instead be categorically ineligible.

Resolution: The code has been modified to enable the Generate Official Notification menu option for terminated participants. When the menu option is selected, the system displays the current termination reason and the termination date on the output.

Generate Non-participation Reminder Notices

Issue: On the Generate Non-participation Reminder Notices screen, when all clinics are selected and a participant exists who should receive a non-participation reminder notice, the system displays a standard error message with the text, "No results found."

Resolution: The system was not correctly recognizing which document was being produced and was not gathering the correct data. This issue also occurred on the Generate Ineligibility Notices screen. The code has been modified to correctly gather the data for each output.

Certification Guided Script

Issue: When completing a Certification Guided Script for a pregnant participant, Risk Factor 131 is not being correctly assigned.

Resolution: When calculating the weight gain from pre-pregnancy to the current weight measurement, the system is determining whether the value is below the "low" line on the growth grid. At week 13, it is 0.8, but at week 19, it is slightly higher since the "low" line slowly curves upward. The code for that logic appears to account for the curve and works properly to assign the risk factor when the current weight gain is below the "low" line, and it correctly removes the risk factor when the weight gain rate per week is above the line.

The code has been modified to account for a participant in the 2nd and 3rd trimesters with a single pregnancy. If the participant has a height/weight measurement in the 2nd or 3rd trimester that is not the current measurement and it is at least 7 days before the current measurement, the system calculates the weight gain rate per week between those two measurements. If that number is below the threshold, Risk Factor 131 is assigned.

User Profile

Issue: If the user has a remote connection, when a password is reset for a user on the User Profile screen, a 401 unauthorized error displays. It does not display if the user is on the same server.

Resolution: The system was updating the credentials of the current thread, which was causing the 401 unauthorized error to display. The code has been modified to compare the user ID and update the thread if it is required.

Participant Folder

Issue: When the user closes the Participant Folder or navigates to another tab within the Participant Folder, the system displays a standard confirmation message with the text, "Do you want to save?"

Resolution: The system was attempting to determine the priority when loading the AdditionalInfo2 screen. This resulted in the system displaying the standard confirmation message. The code has been modified to move the code attempting to determine priority to a different location.

Additionally, the system would default the breastfeeding amount to Not Applicable when the value was NULL in the database. The code has been modified to select a blank value when the database column has a NULL value.

The issues identified at this time are corrected, but other issues like this may exist as it is data dependent.

B-36 Len/Age, B-36 Wt/Age, and B-36 Wt/Len

Issue: The following Growth Grids currently plot the Height value on the Length/Age growth grid based on the infant's age since delivery date:

  • B-36 Len/Age

  • B-36 Wt/Age

  • B-36 Wt/Len

The point at which a value is plotted on the growth grid is to be the standard gestation period of forty weeks and not the age of the infant before the 37th week of pregnancy. Additionally, the adjusted gestational age should be used for assignment of Risk Factor 121.

Resolution: The code has been modified for Risk Factor 121 to use the gestational age of the premature infant and a premature child that is less than 2-years old rather than the actual age of the infant or child. The Growth Grids now plot correctly.

System Administration

Data Sync

Issue: When a new food item is created in the Reference Utility application and then added to a participant in the Clinic application, an object reference error is displayed when the clinic is checked out through data sync.

Resolution: The code has been modified to add FoodItems to the SyncTables, and the Sync is set to download only.

System Administration

WIC End of Month Administration

Issue: When scheduling the End of Month Processing on the WIC End of Month Administration screen, an amount is entered in the WIC Paid Total masked edit box and the Apply button is clicked, but nothing occurs.

Resolution: The issue is related to the system encountering an error during a previous End of Month Processing, and the system has not run the End of Month Processing to restart the process.

If the system does not run a scheduled End of Month Processing, the system reports that as an error.

The code has been modified to add logic so that when End of Month Processing tries to run but it is not currently scheduled to run, the system records a status code of "0", meaning the job did not finish in error.

Capture Electronic Signature (for Receipt of Food Instrument Benefits)

Issue: When capturing a participant's signature on the Capture Electronic Signature (for Receipt of Food Instrument Benefits) screen when issuing benefits, an unhandled exception error displays when the Save Signature button is clicked.

Resolution: The code has been modified to disable the Save Signature button when the Capture Signature button is clicked. The Save Signature button is only enabled when the user selects OK on the signature pad.

Benefits (Issue Benefits) and Identify Benefits to Void

Issue: A user from a different clinic can issue benefits on the Benefits (Issue Benefits) screen for a participant assigned to a different clinic.

A user from a different clinic can void benefits on the Identify Benefits to Void screen for a participant assigned to a different clinic.

Resolution: This was caused by a lack of validation that should filter benefits that belong to the household members who are not associated with the current clinic. The code has been modified to add correct validation and filters.

Certification Guided Script

Issue: When completing a Certification Guided Script, Risk Factor 103 is flagging the participant as high risk outside of the assigned threshold.

Additionally, Risk Factor 201 is flagging the participant as high risk outside of the assigned threshold.

Resolution: The issue was caused by the system using the old collection of risk factors when determining if the member was high risk and whether the tabs on the Participant Folder should be colored yellow. The code has been modified to look at the collection of current risk factors when determining high risk. Additionally, the code has been modified so the previous high risk factor that is not assigned again is not included in the collection of risk factors for pseudo-certifications that are being created.

Generate Official Notification

Issue: On the Generate Official Notification screen, for some participants a standard error message displays with the text, "StateWicId is required. Operation Cancelled." The notification is not generated.

Resolution: The code has been modified to enable the Generate Official Notification menu option for terminated participants. When the menu option is selected, the system displays the current termination reason and the termination date on the output.

WIC Session Manager

Issue: When logging off the WIC Session Manager, if the user attempts to log into another application during the log off process, an unhandled exception error displays.

Resolution: The code has been modified to create the loggingoff.txt file. When the user logs off successfully, the loggingoff.txt file is deleted.

If the user attempts to log into another application during the log off process, the system checks if the loggingoff.txt file exists. If the file exists, the system displays a standard information message with the text, "The system is logging off. Please wait and try again later."

Reset Local Reference Data

Issue: When local reference data is reset, the following files are not updated as expected:

  • v_lengthweightage.xml

  • v_weightlength.xml

  • formulawholesaler.xml

  • grocerysupplier.xml

  • vendordocumentimagetype.xml

  • wholesaler.xml

Resolution: The code has been modified to clean up the data folder for files with the .xml extension. These files are now deleted when they are not part of the local reference data.

VOC Certification

Issue: When a participant is added using the VOC Certification screen, the certification end date changes to an incorrect date. The date change only occurs to infants during End of Day processing.

Resolution: The code has been modified to remove the code that determines the certification end date calculation when prescreening. The system now takes the certification end date that the user entered as the end date. The system no longer modifies the date entered.

Demographics

Issue: When a new certification is started, but not completed, for a participant and then the incomplete certification is removed, the ID Proof and Residency Proof drop-down list boxes are cleared on the Demographics screen of the Participant Folder.

Resolution: The code has been modified to add three new columns to the CertContact table and the corresponding Certification object to hold the records of the Residency Proof and ID Proof values. When a certification is removed, the values entered in the ID Proof and Residency Proof drop-down list boxes are reverted to the original values.

Participant List

Issue: On the Participant List screen, the Certification Effective date in the Show Details pane does not update unless the Participant List screen is refreshed.

Resolution: The method for retrieving the Certification Effective date has been retrieving the earliest date which meant the value never changed. The code has been updated for the Show Details pane to retrieve the latest Certification Effective date.

Infants Born from This Pregnancy

Issue: When an infant's information is entered using the VOC Certification screen and then linked to the mother, a blank row displays on the Infants Born from This Pregnancy screen. The infant can be added to the Infants Born from This Pregnancy screen and the blank row can be deleted.

Resolution: The blank row is not blank; it includes the Breastfeeding information.

The Infants Born from This Pregnancy screen has been modified to expand the screen to allow more viewing area for the data grid. Additionally, the Breastfeeding information was moved to the left so it is readily seen.

An additional issue was discovered when the Postpartum Infant record is "stubbed" during a VOC Certification of a mother with a WIC category of "B" or "N". The system is currently setting both the Breastfeeding Now and the Ever Breastfed indicators to "Y". This is correct for a breastfeeding mother, but incorrect for a non-breastfeeding mother.

The code has been modified to change the Ever Breastfed flag to "U" on a Postpartum Infant record if the participant is prescreened as Non-breastfeeding for a VOC Certification. The data grid on the Infants Born from This Pregnancy screen is changed to display the EverBreastfed status as a text column rather than a check box column.

FNS-798 - Page 1 - Statement Spreadsheet (Output)

Issue: On the FNS-798 - Page 1 - Statement Spreadsheet (Output), the month of September shows that it is not closed out. However, the month is closed out, but the Closedout flag is not updated on the FNS-798 - Page 1 - Statement Spreadsheet (Output).

Resolution: The code was preventing the system from displaying a "Y" in September for completion because the system was verifying if the month was less than or equal to the month before the closeout month. The code has been modified for September to verify that the month before is September. In this way, the code shows that the last month was a "Y".

Issue: When a Staff Member name is selected on the Demographics screen within the Participant Folder, the system does not ask the user to save changes to the screen when navigating to a different tab.

Resolution: The code has been modified to ask the user to save changes when the CLN_DefaultStaffID business rule is set to "N".

Capture Electronic Signature (for Receipt of the Rights and Responsibilities Statement)

Issue: When the Capture Electronic Signature (for Receipt of the Rights and Responsibilities Statement) screen displays, the user can request multiple signatures from the participant. When Cancel is clicked on the signature pad, the pop-up screens for capturing the signature remain until the Participant Folder is closed.

Resolution: The code has been modified to disable the Capture Electronic Signature button when it is clicked. Selecting the OK or Cancel button on the signature pad enables the button again.

Participant List

Issue: On the Participant List screen, a user cannot search for a participant using a partial social security number. Entering a partial social security number prevents the user from changing focus to another field on the Participant List screen or opening a Participant Folder.

Resolution: The issue could not be recreated. The system prevents the user from moving focus from the Social Security Number masked edit box when a partial social security number is entered. The DFDD has been updated to remove references to allowing a partial entry for a social security number.

Participant List

Issue: On the Participant List screen, when a user enters a partial social security number, the Search button does not function when clicked but is still enabled. Additionally, pressing the Enter key is the only way to perform the search. According to the DFDD, a partial entry is allowed in the Social Security Number masked edit box.

Resolution: The issue could not be recreated. The system prevents the user from moving focus from the Social Security Number masked edit box when a partial social security number is entered. The DFDD has been updated to remove references to allowing a partial entry for a social security number.

Assign Certification Risk Factors

Issue: When all risk factors have been moved to the Selected data grid on the Assign Certification Risk Factors screen except one risk factor, the user moves the horizontal scroll bar in the Selected data grid to hide part of the risk factor number. When trying to add the remaining risk factor, the system displays a standard error message with the text, "Index was outside the bounds of the array." After moving the risk factors, attempting to move one back to the Available data grid causes the system to display a standard error message with the text, "DataGridColumnStyle of "Risk Factor" cannot be used because it is not associated with a Property or Column in the DataSource." An unhandled exception error displays.

Resolution: The code has been modified to verify the data grid has rows before working with the first row in the data grid in the scroll event.

Issue: When all risk factors have been moved to the Selected data grid on the Assign Certification Risk Factors screen, an unhandled exception error displays when the horizontal scroll bar is moved.

Resolution: The code has been modified to verify the data grid has rows before working with the first row in the data grid in the scroll event.

Issue: When a past or future date is entered in the Date Food Package III Verified calendar control on the Woman Health Information screen, a standard error message displays but the calendar control is not haloed.

Resolution: The code has been modified to place the halo around the Date Food Package III Verified calendar control when any date is entered other than the current system date.

Issue: While the Participant Folder is opened for each member of a two person household, the first participant can be certified. The Yes button is clicked, and a standard error message displays with the text, "No search criteria".

Resolution: The code has been modified to send the Certification ID from the certification object rather than using the Certification ID from the member object.

The standard error message is misleading since the End of Day processes had run several times prior to opening the Participant Folder, and the participant was not terminated.

Resolution: The End of Day process does not terminate the participant for no risk factors. The code has been modified to display a standard information message with the text, "No risk factors assigned to the current certification."

Issue: Two of the same breastpumps can be added on the Issue Breastfeeding Items screen and both can be issued to a participant.

Resolution: The code has been modified to add validation to not allow a duplicate trackable item ID to be added. Non-trackable items may be added multiple times. If the user attempts to add a duplicate of a trackable item on the Issue Breastfeeding Items screen, the system displays a standard error message with the text, "This item already exists. Please verify the item and ID are unique."

Certification Guided Script

Issue: On the AdditionalInfo2 screen during a Certification Guided Script, a user can expand and collapse the Marital Status and Education Level drop-down list boxes without making a selection and complete the certification for the participant.

Resolution: Code existed that added the extra blank items when loading the Marital Status and Education Level drop-down list boxes. An indicator to add the blank item was set to "True" causing this issue for both controls. The code has been modified by changing the indicator to "False", which does not allow these two drop-down list boxes to have blank entries when they are loaded.

Additionally, during a Certification Guided Script when the Marital Status and Education Level drop-down list boxes are left unanswered when the OK button is clicked, and the user enters values for them, the values are lost and not saved by the system. The system was setting their internal member variables to "Nothing" when the screen was reloaded. There was no code in place to set the value in the internal member variables. The code has been modified to add two new methods to set the internal member variables when a selection is made from the Marital Status and Education Level drop-down list boxes so that the information is saved.

Product List

Issue: When an item that is in use is deleted from the Product List screen, the user receives no standard error message stating the item is in use and cannot be deleted. Instead, the item is deleted, but it is still displayed on the Product List screen when it is displayed again after being closed.

Resolution: The code was verifying very specific exception text when attempting to delete an item on the Product List screen, but the SQL exception text is different and the check to display an appropriate standard error message fails and does not display. The code has been modified to verify the proper condition for deleting an item, and the correct standard error message displays when the item is in use.

Benefits (Issue Benefits)

Issue: When attempting to issue benefits on the Benefits (Issue Benefits) screen, the system does not allow the 7th set of benefits to be issued or added.

Resolution: For pregnant participants, the system was trying to verify the LDTU of the benefits being added was greater than 42 days past the expected delivery date. As a result, it returned a value back from the function, and the system used that value to determine the additional benefit set could not be added. The 42-day rule was removed from the application.

Issue: The View Details button on the Food Instrument Disposition screen cannot be read because the label text is wrapped.

Issue: Risk Factor 312 would not remove itself from a breastfeeding woman on the Risk Factors screen when the infant was 5 pounds 9 ounces. When the infant birth weight is increased further, the risk factor is still unassigned.

Resolution: The code has been modified for an infant's or child's Risk Factor 141 to retrieve the mother's information to see if she should be assigned Risk Factor 312. When the birth weight of the child is modified, the mother receives the risk factor if the child's weight is less than or equal to 5 pounds 8 ounces.

Produce VOC Document

Issue: When the Terminate Participant check box is checked on the Produce VOC Document screen and a future termination date is entered, the system is not terminating the participant on the future date. Instead, the participant is terminated the same day.

Resolution: The code has been modified to verify the future termination date before terminating the participant. The system now terminates the participant on the specified date.

Manage Inventory and Issue Breastfeeding Items

Issue: When a new product is added and a portion of those items are consigned to a specific clinic on the Manage Inventory screen, a quantity of those items are issued to a participant on the Issue Breastfeeding Items screen. The quantity of items is not deducted from those consigned to the clinic. Instead, they are being removed from the State Office quantity.

Resolution: The code has been modified to no longer deduct from the state level quantity when not appropriate. Additionally, the code has been modified to prevent a clinic from issuing items when the item count to be issued is greater than the number of items consigned to the clinic. When the number of items to be issued is greater than the clinic's number of consigned items, the system displays a standard error message with the text, "The item(s) cannot be issued because the quantity available is insufficient. Please contact the state office."

Manage Inventory and Product List

Issue: For many product records on the Manage Inventory screen, the quantity of the item is a negative value. However, on the Product List screen, the item has a status of "Available In Stock" and the item can be issued in the Clinic application.

Resolution: The code has been modified to no longer deduct from the state level quantity when not appropriate. Additionally, the code has been modified to prevent a clinic from issuing items when the item count to be issued is greater than the number of items consigned to the clinic. When the number of items to be issued is greater than the clinic's number of consigned items, the system displays a standard error message with the text, "The item(s) cannot be issued because the quantity available is insufficient. Please contact the state office."

Additionally, the Breastpump Inventory Report CLN011 (Output), Breastfeeding Item Inventory Report CLN012 (Output), and Breastfeeding Supplies Issuance Report CLN014 (Output) have been corrected to prevent duplicated rows that increased overall totals. The related database view which gathers data to be displayed on the reports was modified to correctly join tables using a combination of AgencyID and ServiceSiteID keys.

CSC recommends a manual reconciliation of state inventory quantities after installing release 2.16 or later. The reconciliation should occur before using Inventory Management in the new release. CSC investigated the option of resetting the State Office quantity and came to the conclusion that a manual reconciliation is the only option that ensures the State Office inventory balance is accurate

Issue: The TERMNOTICEWARNINGPERIOD business rule and PENDINGTERMPERIOD business rule need to take values up to 120.

Resolution: The DFDD states that the maximum limit for these business rules is set to 99, which is not a true statement. The value can be set to a maximum of the integer value. However, the value should be set to a reasonable number. The DFDD has been updated to reflect this information.

The PENDINGTERMPERIOD business rule is no longer used by the application and has been removed.

Issue: When changing the formula food item and the quantity for an infant on the Enter Return Quantity screen, the system displays a standard error message with the text, "Could not load Food Distribution Item for this FoodItem ID."

Resolution: The error was the result of attempting to replace an inactive formula with an active formula. The code has been modified to allow loading of an inactive food distribution item.

Issue: When a participant is marked as being ineligible for reason "E" (Certification Not Completed in Time), the participant can never have a new certification attempt started without modifying the database. If the Certification toolbar button is clicked within the Participant Folder, a standard error message displays with the text, "The applicant/participant is ineligible to be certified for WIC benefits."

Additionally, the incomplete certification cannot be removed from the participant because the Remove Incomplete Certification menu option is disabled.

Resolution: The code has been modified to allow the user to recertify the participant even if they have an ineligible certification after the current date.

Capture Electronic Signature (for Receipt of Food Instrument Benefits)

Issue: If the signature pad is unplugged when the user clicks the Capture Electronic Signature button on the Capture Electronic Signature (for Receipt of Food Instrument Benefits) screen, the system displays a standard error message with the text, "Signature Device is not connected to the computer." When the signature pad is plugged in, the Capture Electronic Signature button and the Save Signature button are disabled, and the signature pad screen reads "Initializing".

Resolution: The issue is caused by an outdated dll file. A new version of the SigPlusNet.dll file is included with the new release to correct this issue.

Issue: When a participant with an address is changed to homeless within the Participant Folder with an option entered or selected in the Fixed Nighttime Location drop-down combo box, and the user later modifies the street address, the system displays a standard error message with the text "{Fixed Nighttime Location} already exists".

Resolution: The code has been modified to reload the Fixed Nighttime Location drop-down combo box after a new entry is entered. This saves the values and prevents the standard error message from displaying.

Issue: When a participant is 44 weeks pregnant, no benefits should be available on the Benefits (Issue Benefits) screen because the LDTU is more than 6 weeks after the certification end date. A standard error message is displayed stating that additional benefits are still available, but the benefits do not displayed on the Benefits (Issue Benefits) screen. When attempting to add or replace a set on the Add/Replace Set of Benefits screen, the system states that additional benefits are still available.

Resolution: For pregnant participants, the system was attempting to verify the LDTU of the benefits being added was greater than 42 days past the expected delivery date. As a result, it returned a value back from the function, and the system used that value to determine the additional benefit set could not be added. The 42-day rule was removed from the application.

Infant Information

Issue: If an infant's birth weight is changed from less than 9 pounds to a value equal to or greater than 9 pounds on the Infant Information screen, Risk Factor 153 and Risk Factor 337 are not assigned and the certifications are not re-evaluated.

Additionally, when pseudo-certifications were assigned to the participants, Risk Factor 153 and Risk Factor 337 were assigned correctly, but only the woman's certification was re-evaluated.

Resolution: The code has been modified so that when the Infants Born from This Pregnancy screen is closed, the system verifies that risk factors have changed. New risk factors are assigned to the mother and/or the children based on new height and weight measurements.

Formula Purchased Report - Contract FDI009 (Output)

Issue: On the Formula Purchased Report - Contract FDI009 (Output), the column headings for State WIC ID and Household ID are reversed. The State WIC ID column displays the household ID and the Household ID column displays the State WIC ID.

Resolution: The code has been modified to display the column headings in the correct order with the correct data set. Additionally, the formatting of the columns has been corrected where needed.

End of Day

Issue: The PNSS was received from the CDC stating that they had received and processed PNSS WIC records. However, there is an issue with the completion codes and it seems there were records submitted as prenatal only that, when reviewed, actually contained both prenatal and postpartum information.

Resolution: The code has been modified to use the values from the last CertContact record during the period of reporting. The CDC files are only run during End of Month Processing for February, May, August, and November, and it reports on the previous calendar quarter.

Additionally, the code was modified to use the Actual Delivery Date to decide if a certification is during the reporting quarter. Previously, a certification would only be included if the CertStartDate was before the end of the reporting quarter and the first of CertEndDate, CertTermDate, or CertIneligibleDate was after the start of the reporting quarter. This change includes women who deliver during one quarter and recertify as postpartum during the next quarter.

Assign Certification Risk Factors, Risk Factors, and Nutrition Assessment

Issue: The risk factors are not correctly being assigned to participants based on WIC Category, Age Category, or Breastfeeding Amount. When risk factors are first added on the Assign Certification Risk Factors screen, the descriptions are correct. However, when those same risk factors are viewed on the Risk Factors screen, the descriptions are different.

Additionally, when risk factors are selected on the Nutrition Assessment screen, they are correct. However, when they are actually assigned to the participant, the risk factors are incorrect on the Nutrition Assessment screen and, in some instances, incorrect on the Risk Factors screen as well. Generally, the risk factors are different from each other on both the Nutrition Assessment screen and the Risk Factors screen.

In other instances, infants are being assigned the mother's risk factors on the Nutrition Assessment screen.

Resolution: The code has been modified to add the AmountBreastfeeding column to the RiskFactor table for storing the GetMaximumBreastfeedingAmountofAllInfants value. The AmountBreastfeeding2 column has also been added to the RiskFactor table for storing the GetSecondHighestBreastfeedingAmountofAllInfants. When the risk factors are displayed, the system is looking in the RiskFactorReference table for the RiskFactor ID, WICStatus, AgeCategoryID, AmountBreastfeeding, and AmountBreastfeeding2 columns. This results in only one record being found, and the description of that record matches the description the user set up for that risk factor reference. The correct description now displays on the screen.

Issue: The growth grids on the B-36 Len/Age screen, B-36 Wt/Age screen, and B-36 Wt/Len screen correctly display both circles and triangles when viewed in the application. When the growth grids are printed, the circles are changed to triangles so the printed output only displays triangles.

Resolution: The code has been modified to add the triangle layer on the growth grid's graph so it displays correctly when printed.

Issue: A participant was correctly assigned Risk Factor 131, and her BMI was 29.8 (Overweight). When the Pre-pregnancy BMI screen is viewed for this participant, it is using the BMI >=30 growth grid, which is for obese participants. On the Pre-pregnancy BMI screen, the participant's BMI is displayed as 31.1 (Obese).

Resolution: On the Pre-pregnancy BMI screen, the height and weight variables were set as integers and not as decimals. This caused the system to round the values and incorrectly calculate the participant's BMI. The code has been modified to use a decimal number for height and weight and the rounding was removed.

The Save Child BF Stop Reasons process in the Participant Manager class deletes all existing reasons without any conditional checking before adding the new reasons to the database. The code has been modified to only delete existing reasons if they are in the list of reasons passed to the Save process.

Resolution: The code was setting the long descriptive text into the Value of the drop-down list boxes, but the drop-down list boxes are not meant to hold a long descriptive text. The code has been modified to handle the "After Close Up" event of the drop-down list boxes. Now a code value, which represents the descriptive text but is smaller, is used, and the system keeps the value marked as selected so it still displays on the screen.

The following drop-down list boxes on the Demographics screen were corrected:

Issue: When the Applicant Has VOC Document check box is checked on the Applicant Prescreening screen, the VOC Certification screen does not display if the participant is an infant or a child.

Resolution: The issue is related to male applicants. When the VOC Certification screen was loading, it was filtering the WIC Category value to show only Child and Infant, since the other categories do not apply to male applicants. The Applicant Prescreening screen was sending the SelectedIndex of the category, which is the position of the item in the drop-down list box and not the actual code (for example, "C" for child, "I" for infant). The position for an infant is third in the drop-down list box, but for a male applicant only two options exist.

The code has been modified to use the SelectedValue, the code for the option in the drop-down list box, to correctly identify the WIC Category of the applicant.

Issue: When the household ID is changed, the new household ID is not updating existing Appointment records. As a result, none of the appointments are visible on the Appointments screen within the Participant Folder.

Resolution: The code has been modified to add a query to change the household ID for the participant's appointments.

Issue: If a child who had previously been assigned Risk Factor 345 is recertified, the risk factor is being re-assigned to the child and cannot be unassigned.

Resolution: The Hypertension or Prehypertension check box on the Child Health Information screen was disabled after being checked and saved. There was no way for the user to uncheck it if the hypertension no longer existed. The code has been changed to enable the Hypertension or Prehypertension check box within the Participant Folder. Thus, if the child has hypertension or prehypertension and it no longer exists, the check box can be unchecked.

For consistency, the Postpartum Information screen and the Pregnancy Information screen have been updated to enable the Hypertension or Prehypertension check box within the Participant Folder.

Resolution: The issue could not be recreated. It was corrected with other code fixes.

Issue: During End of Month Processing, the log recorded a standard error message with that text, "Error: Violation of PRIMARY KEY constraint "PK_CASELOADCOUNTENROLLMENT". Cannot insert duplicate key in object "dbo.CASELOADCOUNTENROLLMENT"."

Resolution: The SQL used to retrieve the records to populate the CaseloadCountEnrollment table could return more than one CertContact record for a given month if a single StateWICID has two or more CertContacts with the same certification effective date and certification end date. The code to retrieve those dates was flawed. The code has been modified to retrieve the maximum CertEffectiveDate for each StateWICID within the range, then use that value and the StateWICID to retrieve the maximum CertEndDate. All of these values are used to retrieve the CertificationID, and then only one CertContact record is retrieved per StateWICID.

Issue: When a participant who was assigned Risk Factor 201 has a new lead value within normal limits entered on the Blood Measurement screen, a pseudo-certification was created and Risk Factor 201 was unassigned.

Resolution: The code has been modified so that when a new value is entered on the Blood Measurement screen, it uses the current certification's non-zero value for the blood measurements.

Additionally, the code has been modified to correctly handle a blank external ID attempting to load data from the database. When a blank external ID is detected, the Missouri web service is called to insert the participant record into the Missouri Common Area.

When it was dismissed, the system displayed a standard error message with the text, "The update failed to execute correctly." The date of birth was not changed on the mainframe or in MOWINS.

Resolution: The code has been modified to return the correct flags when saving using the SaveApprovalExternalUpdates and RejectExternalUpdates web methods. When the save does not execute successfully, the system displays a standard error message with the text, "The update failed to execute correctly."

Resolution: The code has been modified to correctly retrieve the date of birth from the IsExternalSystemAvailable web method and return the correct information. Additionally, the code has been modified to correct the save to pass the date of birth in the SaveAutomaticExternalUpdates web method.

New standard error messages have been added to the system to display possible exceptions on the Participant Folder, Participant List screen, and the Applicant Prescreening screen.

The following issues for the SearchExternalSystem MOWINS web method were corrected in conjunction with SUG-1798, SUG-1799, and SUG-1800:

  • The reception of exceptions from a web service call has been corrected.

  • The exchange rate of race strings and ethnicity strings has been corrected.

  • The null object reference exception that occurs when no results are returned during the web service call has been corrected.

  • When the HIDESSN business rule is set to "Y", any social security numbers are returned with data if possible.

  • The standard confirmation message, "Race/Ethinicity is now: {value 1} and will become {value 2}" has been modified to correct the spelling to "Ethnicity".

  • The {value 2} variable in the standard confirmation message has been modified to not append Ethnicity to the Race Description since Ethnicity is already included in the Race Description.

Any web server that hosts the MOWINS web services should be able to send web requests using ports 80 and 443.

The MOWINS code has been modified to return dates in either "mmddccyy" or "MM/DD/CCYY" format.

Issue: When a food item has the Has Rebate Contract check box checked on the Food Item Wizard (1 of 3) screen and also has a Type assigned on the Food Item Wizard (3 of 3) screen, the FOODINSTRUMENT record has the Rebate value as NULL.

Resolution: The code has been modified to set the FoodInstrument Rebate flag to "Y" when the food instrument has at least one food distribution item from a food item associated with a rebate contract.

Adjunctive Income Eligibility Maintenance

Issue: When attempting to set a Standard Income Eligibility Option to inactive on the Adjunctive Income Eligibility Maintenance screen, the check box is disabled. When the option is set to inactive using SQL, the topics still display in the application.

Resolution: For the current income contact, the system only retrieves the active eligibility options. Any income contacts that are marked as inactive are not displayed unless it was selected for a previous income record for the participant.

VOC Certification and Risk Factors

Issue: When completing a VOC certification for an infant on the VOC Certification screen, Risk Factor 502 is correctly assigned. When the infant is greater than 15 days old but less than 1 month old, if a new risk factor is system-assigned, Risk Factor 502 is removed.

Resolution: Risk Factor 502 was being removed and not added back to the record because the age category was being incorrectly calculated. As a result, the system was not finding a risk factor record for Risk Factor 502 with the calculated age category. The code has been modified to correctly capture the age category for infants and children for this risk factor. With the modification, the risk factor stays on the VOC certification for an infant or child.

Benefits (Issue Benefits) and Benefit Pickup Report CLN006 (Output)

Issue: When attempting to issue benefits to a participant with Partially BF > Max on the Benefits (Issue Benefits) screen, the system correctly states there are no benefits available. However, if the user attempts to add or replace benefits on the Add/Replace Set of Benefits screen, a standard error message displays incorrectly stating that there are available benefits to be issued.

Additionally, participants with Partially BF > Max who have an infant greater than 6 months of age are being displayed on the Benefit Pickup Report CLN006 (Output) as having benefits still available to be issued.

Resolution: The function that verifies the user can add the additional benefit is returning a value that indicates the infant is receiving more than the maximum amount of formula. The code has been modified to capture the return value and display a standard information message with the text "An additional set of benefits cannot be issued to this participant because she is breastfeeding an infant older than 6 months who is receiving more than the maximum amount of formula."

Display Alerts and Manage Alerts

Issue: When a participant's household ID is changed by moving the participant to a different household, any alerts for the participant correctly display on the Display Alerts screen. However, when another participant of the same household is opened, no alerts display. Additionally, the alerts are not displayed on the Manage Alerts screen.

Resolution: The code has been modified to move the household alert to the new household. The alert displays for any member within the new household.

Issue: When a terminated non-breastfeeding participant begins a VOC certification on the VOC Certification screen, if Pregnant is selected as the WIC category, the system displays a standard error message with the text, "An entry is required for the Pregnancy Recorded Date." The certification cannot be completed.

Resolution: The code has been modified to not use the old pregnancy record for the participant. Because the old pregnancy record does not exist for a VOC certification, the system displayed the standard error message.

Issue: The Direct Distribution application slows down during times of high volume or the longer the application is running. The session never closes, so when a new participant is checked out, another session begins with the previous session remaining open.

Resolution: The code has been modified to include the EndSession and CloseConnection to the Finally block to ensure open sessions are disposed correctly when a new session beings.

Issue: When completing a certification for a participant previously on WIC, Risk Factor 132 is auto-assigned based on the participant's previous height and weight measurement regardless of how long ago the measurement occurred.

Resolution: The code has been modified to use only the height and weight measurement recorded for the participant in the last 60 days to determine whether Risk Factor 132 is assigned.

Version Number

Issue: The version number for the Vendor Online Application and Vendor Online Price Survey applications does not match the SPIRIT build version number.

Resolution: The installation image for the Vendor Online Application and Vendor Online Price Survey applications has been modified to include the same short version number as the SPIRIT build version number and the same copyright year. For example, the long version number for these applications now displays 2.16.####.##### for any release of 2.16.
