The Rebate Projection Worksheet Report (Output) has been modified so that the Estimated Nbr of Units Redeemed column is rounded so it matches the Calculated Units Purchases column of the Supplier Rebate Report FIN001 (Output).

Reference Utility, Clinic, and Vendor

Base Food Category Limits, Food Item Wizard (2 of 3), Edit Food Item, Food Prescription, Food Prescription Item Limit Details, and Food Item Distribution

A new Base Food Category Limits screen has been added to the Reference Utility application. It is used to set a template for the Food Items that will inherit the base quantities when Food Items are created. It has replaced the Maximum Allowance Exception screen.

The Food Item Wizard (2 of 3) screen of the Reference Utility application has been modified to include three new tabs to manage food items.

The Food Item Limits tab displays the Food Items Limits screen which is used to specify quantity limits for food items when issuing benefits.

The Base Food Category Limits tab displays the Base Food Category Limits screen which is used to view the Base Food Category Limits of the Base Food Category that was selected for the Food Item.

The Risk Factor Associations tab displays the Risk Factor Associations screen which is used to link food items to risk factors. If a participant has a risk factor that is associated with a specific food item, then the values from this screen are used to determine the benefits being issued.

The Edit Food Item screen in the Clinic application and the Edit Food Item screen in the Vendor application have been modified to now use the food item quantities from the Food Item Wizard (2 of 3) screen or the Base Food Category Limits screen when determining the quantity of the food item being modified.

The Food Prescription screen in the Clinic application and the Food Prescription screen in the Vendor application have been modified to now use the food item quantities from the Food Item Wizard (2 of 3) screen or the Base Food Category Limits screen when determining the initial quantity of a food item.

A new Food Prescription Item Limit Details screen has been added to view the current food item limits for the selected food item. The screen is accessed by holding the Ctrl key and clicking the Show Details button on the Food Prescription screen in the Clinic application and the Food Prescription screen in the Vendor application.

The Maximum Allowance Exception Display screen has been renamed the Food Item Distribution screen.

Void/Replace Benefits for EBT Account

The Void/Replace Benefits for EBT Account screen has been modified to include the ability to reissue benefits for a participant who has changed households. A new Reissue a Full Set of Benefits check box has been added to allow the current benefits to be reissued to the participant. A Package Size radio button group has been added to allow for changes in the package size for the reissued benefits.

Food Adjustment Wizard

The Food Adjustment Wizard screen has been modified to include the ability to void current and future benefits for a participant. A new Void Current and Future Benefits radio button has been added to allow the user to void the current and the future benefits for the participant.

EBT Management Utility

A new EBT Management Utility list item has been added to the System Administration application.

A new EBT Management Utility screen has been added to perform various EBT functions. The EBT Management Utility screen is divided into three tabs.

The Files tab displays the Files screen which is used to manage batch files such as recovering batch files, viewing and resetting batch sequence numbers, and viewing batch file transaction logs.

The Settings tab displays the Settings screen which is used to manage the settings of the EBT connection, view and purge the EBT Processor return file service log data, and view EBT related End of Day log data.

The EBT Data tab displays the EBT Data screen which is used to view data received from the EBT system including issuance and void data, vendor payments, redemption data, and expired benefits.

SPIRIT

Windows 7 Updates

A new installation option, an .msi file, has been added for silent installs. The .msi file for installation is now provided for Windows XP 32-bit and Windows 7 32-bit operating systems. The .msi installs all the files needed for installation except configuration files and document templates. The files are delivered to the appropriate folder for the specific installation type based on the operating system. All icons are installed automatically for all users. A command file is also delivered that logs the user off the SPIRIT application at the local computer. The command file does not exit until SPIRIT is fully shut down. No user input is required for the installation.

When opening any SPIRIT application that communicates with the web server, after entering the user ID and password on the Login screen, the system downloads the updatemanifest.xml file regardless of whether automatic updates are enabled or disabled. The system then verifies that the software version on the local computer is compatible with the software version on the web server. If the versions are not compatible, a standard error message displays with the text, "The client version of the software does not match the server version. Please contact the Help Desk." The logon process is cancelled and the SPIRIT application closes. Subsequence attempts to access a SPIRIT application results in the system again checking the compatibility of the software.

A new CLN_CHILDCERTLENGTH business rule has been added for the Clinic application. The business rule allows the state to specify the length of a child's certification to be 6 months or 12 months.

Manage Alerts and Display Alerts

The Alerts List for Household screen has been modified and renamed the Manage Alerts screen. It is now accessible through the new Activities menu on the Certification Guided Script screen in the Clinic application. A new Manage Alerts toolbar button has been added to the Certification Guided Script toolbar.

The screen can also be accessed using the new Manage Alerts toolbar button on the Participant Folder toolbar in the Central Administrative Site, Clinic, and State Office applications.

The Display Alerts screen has been modified to match the new Manage Alerts screen for consistency.

Manage Notes

The Vendor application has been modified to include a method of performing redemption data queries for compliance buys and participant purchases.

The new EBT Redemption Data screen has been added to perform queries based on different criteria. The output information can be customized to display only relevant fields of data.

The new Save Parameters screen allows the user to save the specific redemption criteria for future use.

The new Load Parameters screen allows the user to load previously saved redemption criteria parameters.

EBT

The SPIRIT application has been modified to handle errors in communication with the EBT host when a pending void has already been received. The EBT Processor has modified their system to return a new error code (DT54) when a void request is made for a future benefit that was previously voided. SPIRIT has been modified to handle the new error code. When a DT54 error code is returned when voiding a pending issuance, the void is considered successful and is saved in the system accordingly.

Vendor Folder and Store Information

Issue: The Account Number text box on Page2 of the Vendor Folder in the Vendor application and on the Store Information screen of the Vendor Online Application incorrectly stated "bank transit number". It should read "bank account number".

Resolution: The DFDD has been updated to correctly read "bank account number".

Participant Folder

Issue: The date of birth for participants, particularly infants and children, in the Participant Folder are being changed by the system. For some participants, the date of birth is off by 1 to 3 days. It appears to be caused by a time zone difference between the clinic and the web server.

Resolution: The code has been modified to handle the Date of Birth as a String data type instead of a date data type. When the Date of Birth is passed using the String data type, the web server does not apply the time zone adjustments.

Benefits History

Issue: When using a data-synced laptop in off-line mode, the check dates displayed on the Benefits History screen are incorrect. The date displayed is one day after the benefits are issued. When the laptop is set back to online mode, the dates are correct.

Resolution: The code has been modified to handle the First Date to Use and Last Date to Use as a String data type instead of a date data type.

Capture Electronic Signature (for Receipt of Food Instrument Benefits)

Issue: When the Cancel button is clicked on the signature pad after requesting a signature from the Capture Electronic Signature (for Receipt of Food Instrument Benefits) screen, the standard confirmation message does not display on top of the other screens. The user can continue working on the screen while the standard confirmation message remains behind the calling screen.

Resolution: The code has been modified to launch the standard confirmation message on top of the Capture Electronic Signature (for Receipt of Food Instrument Benefits) screen.

Signature Pad

Issue: The text displaying on the signature pad is illegible. The buttons are clearly displayed on the screen.

Resolution: This issue is caused by Windows font smoothing methods. Instead of writing text to the signature pad, the text is written to an image, and the image is displayed on the signature pad. This prevents Windows from attempting to smooth the text.

Reset Local Reference Data

Issue: When resetting the local reference data, the top progress bar only moves halfway up before the screen displays "Not Responding" in the title bar.

Resolution: Although the screen displays "Not Responding" in the title bar, the application is resetting the local reference data, and the screen closes when it is complete. The code has been modified to rework the Update Local Reference Data and Reset Local Reference Data processes. They now use multi-threading in order to allow the main thread to respond to user events. This prevents the "Not Responding" text in the title bar and removes the general unresponsiveness.

Choose the Checkout Mode

Issue: On the Choose the Checkout Mode screen, the Checkout Workstation drop-down list box does not display a named instance of the server.

Resolution: The code has been modified to retrieve the T1 settings from the SessionSettings.xml file to populate the Checkout Workstation drop-down list box. This now lists the named instance of the server.

Certification History

Issue: The Certification History screen does not display health information for a child.

Resolution: The system currently does not capture modification history for infant and child health information. Without the history, the code is unable to distinguish if the modification occurred during Certification Guided Script or within the Participant Folder.

The code has been modified to display infant and child health modifications that meet the following criteria:

  • The modification occurred on or after the Certification Start Date and on or before the Certification Effective Date.

  • For Pseudo Certifications, the first certification effective date is selected for the Certification Start Date period.

  • The user who modified the health information is not the user who created the health information.

Participant List and Participant Folder

Issue: A certified woman's status is changed from breastfeeding to non-breastfeeding, but the certification end date did not change within the Participant Folder. The change in status is not reflected on the Participant List screen. The certification is still effective for a year, and the certification end date does not change.

Resolution: When a certified woman's status is changed within the Participant Folder, the certification end date in CertContact was updated correctly; however, the CertDueDate in the member record was not updated correctly because this code was missing. The code has been modified to update the CertDueDate correctly.

Issue: The notes section of the Summary Statistics Report - Breastfeeding CLN032 (Output) was added when it should have remained out of the report.

Issue: A mother of a single infant, who was recently changed from breastfeeding to non-breastfeeding, receives a 1/2 package while within the 3/4 package range.

Resolution: This issue is caused by the way days are calculated. The documentation has been updated for multiple business rules to better indicate the number of days specified for a package size. The following business rules have been updated:

Issue: When creating a new SOAP note on the Add SOAP Note screen, the Individual Primary education contact information that was last entered for the record is automatically entered in the SOAP note regardless of the date when the Individual Primary education contact information was created. However, the DFDD states that when the ADDEDUCATIONTOSOAP business rule is set to "Y", the SOAP note will be automatically populated with the Individual Primary education contacts that have been entered during the current certification.

Additionally, all individual primary contact and goal settings that are recorded during Certification Guided Script or during a valid certification period should display in the SOAP note.

Resolution: The code has been modified to include all individual contacts, group contacts, and goal settings within the certification period on the SOAP note. These contacts and goals display on the SOAP note whether they were added during a Certification Guided Script or from the Participant Folder. Additionally, when the ADDEDUCATIONTOSOAP business rule is set to "Y", Individual and Group contacts that are added to the SOAP note are labeled "Individual" or "Group" to differentiate them.

Check Redemption Analysis by Peer Group VND062 (Output)

Issue: The State Total - All Vendors Redemption Exception Cases values are incorrect on the Check Redemption Analysis by Peer Group VND062 (Output).

Resolution: The stored procedure was using the fields PaidAmt and ObligationAmt from the FoodInstrument table to calculate the ratio of the Food Instrument. In some cases, the ObligationAmt was set to $750 so the bank will not reject the Food Instruments. As a result, the ratio ended up being very small for most checks. The code has been modified to use the AveragePrice of the PeerGroupInstTypePrice table.

Issue: A fully breastfeeding mother was linked to an infant during Certification Guided Script, but the Health Information link became unchecked. When attempting to link the same mother and infant on the Linked Participant screen, a standard error message displays with the text, "The infant is already linked to a mother (WIC ID: {WIC ID number}). Please verify that you selected the correct infant."

Resolution: The code has been modified to not display the standard error message when the same infant is being linked to the same mother but during a different certification.

Risk Factors and SOAP Notes

Issue: Risk Factors are not being assigned during Certification Guided Script when a previous date is entered for height and weight. Additionally, SOAP Notes do not include height and weight entries from Certification Guided Script.

Resolution: The code has been modified to retrieve AnthropContact records (height and weight) even if the measurement date is up to 60 days prior to the certification start date. The height and weight entries now display on the SOAP Notes.

Data Synchronization Client

Issue: A clinic can be checked out on the Data Synchronization Client screen even when another user currently has that clinic checked out.

Resolution: The code has been modified for instances when a user attempts to checkout a clinic that another user is logged into. When this occurs, a standard confirmation message displays with the text, "There is another user logged into one of the selected clinics. Do you want to cancel the checkout process?" The options of Yes and No are available. If the user clicks Yes, the system cancels the checkout process and returns the user to the Data Synchronization Client screen. If the user clicks No, the checkout process occurs and the system updates the ApplicationEnd column to the current time on the SystemAccessLog for the logged on user.

End of Month Processing

Issue: During End of Month Processing, a standard error message displays with the text, "Subquery returned more than 1 value. This is not permitted when the subquery follows =, !=, <, <=, >, >= or when the subquery is used as an expression." The End of Month Processing does not complete.

Resolution: The issue is caused by the SQL in the code not handling the situation of 2 potential matches for a single WIC ID. The code has been modified to account for the occurrence of one WIC ID being a possible match with 2 other WIC IDs on record. This will prevent further End of Month Processing errors when multiple possible duplicate WIC IDs are found.

Issue Benefits

Issue: The PFDTU is changing its date when two late issuances are set up one after the other on the Benefits (Issue Benefits) screen.

Resolution: The issue is caused when a participant is issued checks on what should be the last day of a benefit period. The code has been modified so the system now produces a one-day check valid for a quarter package. This issue may only exist in months with 31 days.

Issue: A standard warning message is not displayed when the seventh set of benefits is issued on the Benefits (Issue Benefits) screen because it must be added using the Add or Replace functionality. However, when a participant is recertified and has received all six sets of benefits but not the seventh set of benefits, the system is suggesting late issuance for the seventh set.

Resolution: When a participant has completed a certification and a new one is started, the system is attempting to move the benefit cycle forward to the new certification. As a result, there is a gap between the certifications that results in a late issuance for the first set. The system is incorrectly setting the printed FDTU on the previous issuance. This results in a printed FDTU that is before the certification start date. The code has been modified to set the benefit's start date and the printed FDTU as the current date.

Issue: Users with the "View" permission can only see the most recent food prescription on the Food Prescriptions screen.

Resolution: The tree list on the Food Prescriptions screen has been modified. It is enabled so the user can expand and collapse the nodes for all food prescriptions when the user has "View" permission only.

Resolution: The code has been modified for the Pregnancy Information screen to calculate and update the categorical ineligibility date whenever the Expected Delivery date is modified.

Issue: When the Show Details button is clicked on the Participant List screen, the telephone number for the participant in the details is incorrectly formatted. There are no hyphens separating the digits.

Resolution: The code has been modified to correctly display the telephone number as "###-###-####".

Issue Benefits

Issue: A pregnant participant, who is no longer in a valid certification period, returns and certifies her infant. The pregnant participant does not become recertified until the next day. When benefits are issued for the mother on the Benefits (Issue Benefits) screen, the PFDTU date is based off the mother's previous benefit's cycle. However, the FDTU and LDTU change to match the infant's benefit's cycle. As a result, a whole month of participation may be skipped in the system.

Additionally, the Selected LDTU Of radio button on the Benefits (Issue Benefits) screen is disabled.

Resolution: When a participant has completed a certification and a new one is started, the system is attempting to move the benefit cycle forward to the new certification. As a result, there is a gap between the certifications that results in a late issuance for the first set. The system is incorrectly setting the printed FDTU on the previous issuance. This results in a printed FDTU that is before the certification start date. The code has been modified to set the benefit's start date and the printed FDTU as the current date.

The Selected LDTU Of radio button is now enabled.

Issue Benefits

Issue: A new participant was pre-screened and certified with tri-monthly issuance frequency. The participant's benefits were voided and re-issued on the Benefits (Issue Benefits) screen but not on the Add/Replace Set of Benefits screen. As a result, the participant was issued benefits for the three months after the initial benefits that were issued. This resulted in the participant having six months of benefits.

Resolution: Previously, the code has been modified to handle a specific scenario when a late issuance comes into contact with a new certification. That code caused the system to ignore the 27-day check. The code has been modified to check this situation and use the 27-day logic as intended.

Grantees and Grantee

Issue: The grantee number cannot be seen on the Grantees screen or the Grantee screen.

Resolution: The Grantees screen and the Grantee screen have been modified to include the grantee number. The Grantees screen now displays the grantee number in the data grid. The Grantee screen now displays the grantee number above the grantee name.

Income Calculator

Issue: When a participant is considered to be over-income, the certification becomes an incomplete certification. However, the Remove Incomplete Certification menu option is disabled, and the WIC Category drop-down list box is disabled on the Demographics screen of the Certification Guided Script.

Resolution: The code has been modified to set the pending Certification ID to null if the certification is finished as ineligible for any reason.

Demographics

Issue: When a user enters text that is not properly formatted for an e-mail address in the E-mail text box on the Demographics screen of the Participant Folder, it causes an error during End of Day processing when sending Appointment Reminder e-mails. When the End of Day processing reaches an invalid e-mail address, the process cancels and no further e-mails are sent.

Resolution: The code has been modified to add new edits to the E-mail text box on the Demographics screen to check for specific characters and lengths between special characters.

Food Prescription and Aggregated Issuance for EBT Account

Issue: When the Use Default button is clicked on the Food Prescription screen, the items for the prescription do not display until the Add Food Item button is clicked and then the Cancel button is clicked.

When trying to issue the food prescription, a blank line is inserted on the Aggregated Issuance for EBT Account screen. When the Send EBT Data button is clicked on the Aggregated Issuance for EBT Account screen, a standard error message displays with the text, "Invalid/Missing Category (Not on J.P. Morgan EFS host Category-Sub-category file)". The blank row causes this standard error message to display.

Resolution: The issue with the Use Default button was corrected with changes in the 2.14.06 release.

The blank line being inserted on the Aggregated Issuance for EBT Account screen is due to converting milk quarts to gallons. When there are quarts left over when the milk total is not divisible by four, the extra line is added because the quart and half-gallon food distribution items were not set up with category and sub-category codes. The code has been modified to convert leftover gallons to a decimal. Therefore, 22 quarts of milk displays as 5.5 gallons of milk.

Summary Statistics Report - Breastfeeding CLN032 (Output)

Issue: The Summary Statistics Report - Breastfeeding CLN032 (Output) should have "Supplemental" removed from the file name so that the file name is "SummaryStatisticsReport".

The divisor is not dividing by the total number of available participants who are classified by the risk factor. Instead, it is dividing by all participants, not those who have the risk factor.

The DPE Only column of the Income Profile shows zeros for all WIC Types. This section of the report should have data to display for all WIC Types.

Resolution: The code has been modified to change the file name to "SummaryStatisticsReport".

The percentages and divisor for a child are now controlled by the Age Category IDs in the RiskFactorReference table.

The SQL has been changed for the DPE column to correctly display data.

Certification Details

Issue: The change order specified that the Participant/Proxy Signature should be displayed on the Certification Details screen. However, the Show Details button on the Certification History screen was only visible when the CLN_CaptureStaffSignature business rule was set to "Y". As a result, users are required to capture the staff signature when the business rule is set to "Y" so that the Participant/Proxy Signature can be viewed on the Certification Details screen.

Resolution: The CLN_CaptureStaffSignature business rule no longer controls when the Show Details button is visible.

Issue Benefits

Issue: The system does not consistently suggest the last set of benefits on the Benefits (Issue Benefits) screen for participants becoming categorically ineligible.

Resolution: The code that was added to prevent issuing the seventh set of benefits was modified to allow the extra benefit to be auto-suggested when it falls during the same month that a member becomes categorically ineligible.
