The changes summarize redemption information from the FOODINSTRUMENTITEMREDEEMED table. The redemption data from the EBT Processorsystem also includes adjustments, reversals, and coupons that can be negative items.

A new field has been added to the FOODINSTRUMENTITEMREDEEMED table to change coupons and adjustments to negative items.

The code changes modified End of Day processes to access additional fields and put records in the new aggregated table.

Benefit Details, Food Instrument Details

The Benefit Details screen has been modified to include two new text and value labels: Issued by Staff Name and Voided by Staff Name. The controls on the screen have been rearranged to fit the larger screen size.

The Food Instrument Details screen has been modified to include four new text and value labels: Printed First Date to Use, Issued by Staff Name, Voided by Staff Name, and Reported Lost/Stolen by Staff Name. Additionally, the Reported Stolen Date text and value label has been modified to the Reported Lost/Stolen Date.

A new Infant 3rd Month Life BF-Ever-Now File CLN032 (Output) report has been added. The data on on this spreadsheet is a subset of the Summary Statistics Report - Breastfeeding CLN032 (Output). The spreadsheet will be created as part of the month-end process when the report is created and will be exported to the same EOM folder as the Summary Statistics Report - Breastfeeding CLN032 (Output).

Certification Details

The Certification Details screen has been modified to include a capture of the participant/proxy signature picture box.

A State WIC ID text and value label has been added to the screen with a State WIC ID value label that is in the inverse color of the screen.

The Start Date text and value label has changed to Effective Date; the value label has changed to display the effective date of the certification rather than the start date of the certification. The color of the value label has been changed to the inverse color of the screen.

The End Date text and value label remains the same, but the color of the value label has changed to the inverse color of the screen.

The Status text and value label has changed to WIC Category, and the color of the value label has changed to the inverse color of the screen.

The Staff Member text and value label has changed to Staff Member Name, and the color of the value label has changed to the inverse color of the screen.

A Participant/Proxy Signature picture box has been added to the screen and displays with a gray boundary box around it. The Participant/Proxy Signature picture box has been taken from the RightsEsign table that contains the participant/proxy signature images captured for the Capture Electronic Signature (for Receipt of the Rights and Responsibilities Statement) screen.

The Staff Member Signature picture box has changed to Staff Member Signature picture box, and the picture box displays with a gray boundary box around it.

Nutrition Education Contact

Issue: The information under initializing the interface on the Nutrition Education Contact screen incorrectly stated that the Add Materials Given, Add Individual Contact, Add Goal Setting Contact, Add Group Education Contact, and Refer to Peer Counselor buttons were disabled when the screen was viewed through the Participant Folder.

Resolution: When accessing the Nutrition Education Contact screen through the Participant Folder, all five buttons are visible and enabled. The DFDD has been updated to reflect the application.

Supplier Rebate Report FIN001 (Output)

Issue: The DFDD contains a reference to a "Vendor Class Price table Method I" on the Supplier Rebate Report FIN001 (Output) page, but the reference does not appear to exist.

Resolution: This issue has been resolved. The reference no longer appears in the Supplier Rebate Report FIN001 (Output) topic in the current version of the DFDD (2.13).

Supplier Rebate Report FIN001 (Output)

Issue: The DFDD references the FoodItemOnCheck table on the Supplier Rebate Report FIN001 (Output) topic, but it does not appear to exist.

Resolution: This issue has been resolved. The reference to the FoodItemOnCheck table no longer appears in the current version of the DFDD (2.13) in the Supplier Rebate Report FIN001 (Output) topic.

Issue: The Obligation Value for O/S FIs Issued Report FIN008 (Output) did not include an explanation of the 3-digit code following the CCYY value.

Resolution: An explanation of the 3-digit code has been added to the DFDD.

Issue: The Show Max Benefits check box was a temporary item on the Benefits (Issue Benefits) screen and is no longer required.

Resolution: The Show Max Benefits check box has been removed from the DFDD and screen images.

Manage Inventory

Issue: The DFDD contains a typo on the Manage Inventory screen regarding the standard error message, "The selected breastfeeding inventory item has activity and cannot be delete." The word "delete" should read "deleted".

Resolution: The standard error message has been modified in the DFDD to "The selected breastfeeding inventory item has activity and cannot be deleted." This reflects the standard error message given in the application.

Summary Statistics Report - Breastfeeding CLN032 (Output)

Issue: The name of the "Summary Statistics Report Supplemental" should be changed to Summary Statistics Report - Breastfeeding CLN032 (Output). Additionally, the report is difficult to read. Zeroes should be added as placeholders when there is no value available for a column or row. The Documented Program Eligibility (DPE) profile should be modified to reflect HuBERT programs instead of CHIP.

Resolution: The following modifications were made to this report:

Clinic and State sub-sections were added for all sub-reports.

The data in the Divisor column for the I/C Risk Factor and Women Risk Factor reports was corrected.

The LA% and State% formulas were corrected for both Risk Factor reports.

The suppression for zeros was removed so that placeholders will appear.

The word "Supplemental" was removed from the report title.

The program name in the DPE profile was corrected to read "HuBERT".

The Women Received Formula Report was removed.

Alignment issues were resolved in the DPE profile.

Zero count rows for all WIC Types were added in the DPE profile for each program.

Schedule Appointments for Household

Issue: An individual assigned to a resource on the Schedule Appointments for Household screen was unable to be scheduled twice during the resource assigned hours of 9:45-10:00. A resource was also unable to be assigned to two different clinics at two different times of the same day.

Resolution: The Clinic and Agency parameters have been removed from appointment conflict checks. The query used to find appointment conflicts for an individual has been rewritten. Several instances where appointment conflicts were detected incorrectly have been addressed and resolved.

Risk Factor

Issue: A pregnant woman gained 35.5 pounds and was not assigned Risk Factor 133 automatically by the system.

Resolution: There was no code change; the system is working as designed. Risk Factor 133 is assigned based on the business rule USETWOMOSTRECENTMESUREMENTSRF133P. When set to Yes, the business rule uses two measurements to determine the risk factor. In this case only one measurement was provided, and therefore the risk factor was not assigned.

Participant Folder

Issue: When business rule CLN_SOAPIsRequired was set to Yes, certification could be completed without entering SOAP notes.

The program thinks SOAP notes are created when Cancel is selected from the Add SOAP Note screen.

Resolution: The CLN_SOAPIsRequired is functioning correctly. If the business rule is set to "Y" then SOAP Notes are required to complete the certification, regardless of whether the participant is high risk. If the business rule is set to "N" then SOAP Notes are not required to complete the certification, regardless of whether the participant is high risk.

The code has been corrected to fix the cancel issue for the Add SOAP Note screen.

Benefits (Issue Benefits)

Issue: The system issued benefits to a mother who is partially breastfeeding greater than the max with an infant over 6 months old. This participant should have only received benefits through the last day of the month in which the infant turned 6 months old, although she should still be counted as a participant as long as she continues to breastfeed.

Resolution: The code has been changed as follows:

A mother who is partially breastfeeding greater than the max can be certified to the last day of the sixth month after the infant's date of birth. The mother can receive benefits on that last day and still have 30 days to use the benefits, as long as the Printed FDTU is prior to the last day of the month in which the infant turns 6 months old.

For breastfeeding mothers of multiples, if at least one infant is fully breastfeeding or partially breastfeeding less than the max, benefits will be issued to the mother regardless of whether other infants are being partially breastfed greater than the max and are 6 months or older.

End of Day

Issue: When running End of Day transactions, certain FTP servers were returning a standard error message in the log when there were no paid files during the receipt and import of Banking Paid files.

Resolution: The EOD code was modified to ensure that End of Day transactions would successfully complete regardless of whether the paid file was present. When a paid file is not present, the following standard warning message is logged: "No Bank Paid files found to process."

Risk Factor

Issue: If a user creates a Nutrition Assessment Contact, begins certification, and then attempts to finish the contact during the certification process, a "Violation of Primary Key" standard error message is displayed. If the user exits out of the certification, the contact can then be edited.

Resolution: The buttons on the Nutrition Assessment Contact screen are now enabled as follows:

If the participant is in a current, active certification and there is no Nutrition Assessment Contact with today as the creation date, the Add button on the Nutrition Assessment Contact screen in the Participant Folder is enabled and the Edit and Delete buttons are disabled.

If the participant is in a current, active certification and there is a Nutrition Assessment Contact with today as the creation date, the Edit and Delete buttons on the Nutrition Assessment Contact screen in the Participant Folder are enabled and the Add button is disabled.

If the participant is not in a current, active certification, all buttons on the Nutrition Assessment Contact screen in the Participant Folder are disabled.

If the participant is in the middle of the Certification Guided Script and the user is in the Participant Folder, all buttons on the Nutrition Assessment Contact screen in the Participant Folder are disabled.

If the VENAISREQUIRED business rule is set to "Y" and the user has created a Nutrition Assessment Contact today and then starts Certification Guided Script, a standard warning message is displayed stating that the user will not be able to add a Nutrition Assessment Contact today and thus will not be able to finish the certification. When the user accesses the Certification Guided Script, the Nutrition Assessment Contact link will be disabled.

If the VENAISREQUIRED business rule is set to "N" and the user has created a Nutrition Assessment Contact today and then starts Certification Guided Script, a standard warning message will not be displayed. The user will be able to continue the certification; however, when the user accesses the Certification Guided Script, the Nutrition Assessment Contact link will still be disabled. The user will have to wait until the next day to add the Nutrition Assessment Contact and finish certification.

Child Health Information

Issue: The Date Breastfeeding Began calendar control is not consistently required on the Child Health Information screen. When accessed from the infant or child's Participant Folder, the Date Breastfeeding Began is required when the Yes radio button is selected in the Ever Breastfed radio button group and the Breastfeeding Now check box is unchecked. However, when establishing a two-way link during the mother's certification, the Date Breastfeeding Began is not required, while the Date Breastfeeding Ended is required. The DFDD does not accurately indicate when this control is required.

When adding an infant to the mother's record during Certification Guided Script, the Date Supplemental Feeding Began calendar control is required when the Yes radio button is selected in the Ever Breastfed radio button group and the Breastfeeding Now check box is unchecked. However, in the Child Health Information screen, the Date Supplemental Feeding Began calendar control is not required when the Yes radio button is selected in the Ever Breastfed radio button group and the Breastfeeding Now check box is unchecked.

Resolution: The Date Breastfeeding Began calendar control has been corrected for both infant and woman participants. It is now only required when the Yes radio button is selected in the Ever Breastfed radio button group.

The Date Supplemental Feeding Began calendar control has been corrected for both infant and woman participants. It is now required when the Yes radio button is selected in the Ever Breastfed radio button group and the Breastfeeding Now check box is unchecked.

Note that the Child Health Information screen does not require the Date Breastfeeding Began and Date Supplemental Feeding Began for VOC infant/child participants. The Infant Information screen will perform the required information check for VOC participants.

The DFDD topics for the Child Health Information and Infant Information screens have been updated to reflect the correct behavior of the Ever Breastfed radio button group, Breastfeeding Now check box, Date Breastfeeding Began calendar control, Date Supplemental Feeding Began calendar control, and Date Solids Were Introduced calendar control.

Issue: In the Role Profile screen, a type with a misspelled word was discovered in the data grid under Feature: "Group Orientation Training Attented."

Resolution: Attented has been changed to Attended.

Issue: When users select a Medical Home on the AdditionalInfo1 screen, navigate away from the screen, save the changes to Demographics, and then return to the screen, the selection in the Medical Home drop-down list box has been changed.

Resolution: The code has been corrected to change the database column length and mapping class length to 10 characters. Previously, the first 99 values would save correctly. Now, any value selected from the Medical Home drop-down list box will be saved.

Nutrition Education, Referrals, Issue Benefits

Issue: The Nutrition Education Contact, Referrals and Other Programs, Income History and Issue Benefits screens are taking between 10 and 25 seconds to open.

Resolution: The code has been modified to improve performance when loading the following screens: Nutrition Education Contact, Referrals and Other Programs, and Income History.

Screens not specifically listed above are outside the scope of this issue and therefore not tested. Any slowness found with other screens will be addressed in a separate release.

Certification WIC Category

Issue: When a woman participant has previously been certified as breastfeeding or non-breastfeeding and then attempts to be certified as pregnant, the Certification WIC Category screen displays. If the user does not select a WIC category but selects an answer from under "Is This a New Pregnancy", a standard error message displays and the record becomes locked; the WIC category cannot be changed.

Resolution: The Certification WIC Category and VOC Certification screens have been modified to change the wording of "Is This a New Pregnancy" to "Were you on WIC in this state during the pregnancy related to this postpartum certification?"

The Were you on WIC in this state during the pregnancy related to this postpartum certification radio button group will only be enabled when either Breastfeeding or Non-breastfeeding is selected.

Updates have been made to the DFDD for this issue.

Agency Check Audit Report FDI010 (Output)

Issue: The name of the Agency Voucher Audit Report should be changed to Agency Check Audit Report FDI010 (Output). The short description should be changed to more accurately reflect what is in the actual output. Additionally, users receive a standard error message when attempting to run the report.

Resolution: The short description has been changed to "Detail and Summary (2 files) that list checks issued or voided for a specified timeframe, by Agency, with specific participant related information". The two Excel files have been given the following titles: Agency Check Audit Report - Detail and Agency Check Audit Report - Summary. Additionally, the word "Household" has been removed from before the Address, City, ZIP, and County column headings. The report is now able to run without errors.

Mark Day as Holiday

Issue: When attempting to mark a day as a holiday that is already marked as a business day or is otherwise not valid to be marked, the following standard error message displays: "The selected day has been defined as a business day for clinic {Clinic ID - Clinic Name}". The Clinic ID and Clinic Name are not displayed; only the code is displayed exactly as above.

Resolution: Corrected the code to correctly pull the Clinic ID and Clinic Name. Additionally, modified the procedure that saves holidays. If a clinic has an existing holiday when one is applied to all clinics for the same date, it will update the existing one with the new description. Previously this generated an unhandled exception.

Participant Activities menu

Issue: After VOC certifying an infant in the Participant Folder, users cannot select the Assign Certification Risk Factors menu option from the Participant Activities menu on the Participant Folder menu bar. The Participant Folder must be closed and reopened in order to assign risk factors.

Resolution: Changes have been made to the code to enable the Assign Certification Risk Factors menu option immediately after a successful VOC certification in the Participant Folder.

Issue: When certifying a participant, if the Mail Address, Mail City, Mail State, and Mail ZIP are deleted, and the user moves to another tab, a standard error message is given and the Mail fields are highlighted in orange. Filling out the information, leaving the tab, and returning produces the same standard error message. The Mail fields are blank. Ending the certification process results in the Mail fields remaining blank.

When exiting the Race/Ethnicity screen, an standard error message displays stating certain fields are required on the Demographics screen and then will only highlight those fields and remove the other orange highlights.

Resolution: The system was only validating a few fields upon exiting from different tabs or screens. The code was modified to correct this problem.

Issue: When a participant linked to the Manage Alerts screen is changed to being on-site, the alert does not display.

Resolution: An error in the code was corrected; the alert now correctly displays when a participant is changed to being on-site.

Income History, Income Calculator

Issue: After entering an Income Screening Contact in the Participant Folder for a participant in a valid certification, the income amount entered made the participant over income. After entering the income information, a new Certification Guided Script is begun. If the Income Calculator screen is accessed from the Demographics screen during the Certification Guided Script and closed, multiple standard error messages display when the Demographics screen is exited.

When a new Income Screening Contact is added for a participant who is not currently in a valid certification, and the income amount entered causes the participant to be over income, it causes the other participants in the household who are in valid certifications to be terminated due to being over income.

Resolution: The code has been changed to correct the following conversion standard error message: "Conversion from sting "" to type 'Double' is not valid". Errors, including object reference standard error messages, no longer display when a certification is attempted after an over income amount has been entered. When an over income amount is entered, the correct standard warning message now displays.

Additionally, the Add Income Screening Contact button has been change so it visible but disabled on the Income History screen when the participant is not in a valid certification.

Updates have been made to the DFDD for this issue.

Issue: When attempting to print, if the printer type is set to [None], the following standard error message is displayed: "A selection is required in the [Printer Type]." The paper source is outlined in orange and grayed out.

Resolution: The placement of the orange outline has been corrected for required fields. The standard error message has been reworded for clarity.

Issue Benefits

Issue: If a participant has a pending EBT issuance, void, or household change, the Participant Folder becomes locked. This communication error could prevent a participant from receiving benefits if the participant has been terminated. This lockout prevents a user from reinstating a terminated participant or from resolving a pending issuance.

Resolution: The code has been modified to enable the Reinstate Terminated Participant menu option in the Participant Activities menu. A standard error message will alert the user to reinstate the participant before resolving the pending issuance.

Issue Benefits

Issue: When issuing benefits to a participant, a standard error message reads: "Benefits will not be issued for participant [Participant Number] [Participant Name]. Reason: There is no appropriate food prescription available for age category () to generate the check set for [Date] - [Date]." The word "check" should be changed to "benefit".

Resolution: The wording of the standard error message has been changed to read: "Benefits will not be issued for participant [Participant Number] [Participant Name]. Reason: There is no appropriate food prescription available for age category () to generate the benefit set for [Date] - [Date]."

Fruits and Vegetables Check Redemption Analysis by Vendor VND063 (Output)

Issue: The December Fruits and Vegetables Check Redemption Analysis by Vendor VND063 (Output) PDF and XLS files are missing the County for Vendor 1826 and 1543.

Resolution: This report displays vendors with checks that were cashed for fruits and vegetables. The page breaks for counties was not occurring properly. The code has been fixed to insert a page break for each new county name that appears. The report file now has the appropriate counties listed and page breaks after each county total.

Income Line Item

Issue: If the user does not select Proof of Income on the Income Line Item screen, a standard warning message is displayed stating that it is required, but the field is not highlighted in orange.

Resolution: Tags have been added to highlight each required field in orange for all fields that did not already have them.

End of Month Reports

Issue: The ParticipantFormula table records are created during the EOM processes. The table is a subset of food instrument data for the food instruments that have formula issued. Currently, all records are removed from the table and then records are collected for food instruments with formula issued for the closeout and current month of the EOM being processed. The table is designed to function in this manner, but when an EOM report is created on-demand, there is no history in the ParticipantFormula table. The report produces no data.

This issue affects the following five reports: Contract/Non-contract Formula Report NUT003 (Output), Formula Compliance Report NUT005 (Output), Formula Supplementation of Breastfed Infants Report OPR005 (Output), Infant Formula Issued by Age NUT006 (Output), and Medical Prescription - Formula Report CAS012/CLN034/OPR011 (Output).

Resolution: The EOM process has been changed to no longer delete all records from the ParticipantFormula table. Instead, only records where the ParticipationCYM >= the CYM of the closeout month from the ProcessControl table are deleted. Records for the closeout, 30-day, and current months have been added for the EOM process.

User Profile

Issue: When a new User ID is created in the User Profile screen, and a User ID with the same value currently exists, no standard error message is given. The previous User ID is not overwritten, but the new User ID is not saved.

Resolution: A duplicate User ID creation attempt now displays the standard error message, "This is a duplicate record. There is already a User Profile for [User ID]."

Add SOAP Note

Issue: When creating a new SOAP note on the Add SOAP Note screen, the Individual Primary education contact information that was last entered for the record is automatically entered in the SOAP note regardless of the date when the Individual Primary education contact information was created. However, the DFDD states that when the ADDEDUCATIONTOSOAP business rule is set to "Y", the SOAP note will be automatically populated with the Individual Primary education contacts that have been entered during the current certification.

Resolution: The code has been modified to correctly retrieve the Individual Primary education contact and Goal Setting contact during a certification attempt when the ADDEDUCATIONTOSOAP business rule is set to "Y". When added through the Participant Folder, Individual Primary education contacts and Goal Setting contacts will not display in the SOAP note.

Benefits (Issue Benefits)

Issue: For a data-converted participant, a last set of benefits was not suggested automatically by the system on the Benefits (Issue Benefits) screen. Users attempted to add a last set of benefits through Add/Replace Set of Benefits and received the following message: "An additional set cannot be issued to this participant because valid benefits are still available for this participant through issue benefits."

Resolution: The Add Set logic was previously adjusted. At that time, the code was modified in an attempt to determine all valid participation months for a certification and prevent Add Set from over/under issuing benefits. What was not taken into account at that time was that there can be situations when a participant does not have a FoodInstrumentSet record corresponding to their true first issuance, either because of converted data or because the participant is a fully breastfed infant. Once a benefit has been issued and a FoodInstrumentSet record is created, the next time the Add Set code is run the recent issuance is incorrectly reported as the FirstFDTUforCertification.

To address this situation, the system will now check the possible FirstFDTUforCertification. If it occurs greater than 60 days after the CertEffectiveDate, then it is flagged as a false positive and the CertEffectiveDate is used. Also, if the FirstFDTUforCertification is determined to be less than or equal to the CertEndDate, the system will return the earliest possible date to allow for a 1 month certification and then an additional set of benefits.

The underlining source of this issue has been tracked back to the manner in which the system determined the number of days to pad to the end of a certification during the final issuance and upon adding a set of benefits. The previous calculation assumed that all issuances for a certification would be available for query; however, that was not true in data conversion cases and led to a miscalculation of the pad days.

Now, regardless of how the certification ends, the system will add pad days if they exist, and then compare the month value of the issuance's PrintedFDTU to that of the Padded Cert End Date and only suggest those benefits that occur before the Padded Cert End.

A logic gate has been added that looks at the FDTU and LDTU of the possible set. If the entire benefit is redeemable by the Cert End Date, the benefit is suggested via the Benefits (Issue Benefits) screen.

The code now correctly calculates FDTUs and LDTUs for all issued months and issues all benefits until the end of the certification date. The system now allows users to issue an additional set of benefits through Add/Replace Set of Benefits after all benefits have been issue to participants through regular benefit issuance.

Benefits (Issue Benefits)

Issue: On the Benefits (Issue Benefits) screen, when a participant has other household members in a current certification, that participant's cycle should have an LDTU less than the current date to be considered a late issuance. The system starts the issuance date cycle over if the last LDTU is not later than the next Certification Start Date for the participant. If the other household members are in an existing cycle, and the participant was cycle-adjusted to their dates, the system would issue late for the participant. This would synchronize the participant with the other household members. However, this causes the system to provide two full sets of benefits for the same month.

Resolution: The code has been changed to check for any pending benefits for the participant when the Certification button is selected or the Certification menu option is selected from the Participant Activities menu.

If the participant has pending benefits, a standard confirmation message is displayed with the text, "Valid benefits are still available for this participant through Issue Benefits. Would you like to abort the certification process?" Yes and No buttons are available. Click the Yes button to return to the Participant Folder and cancel the current certification process. Click the No button to continue the current certification process. For women, the Certification WIC Category screen displays when the button is clicked. For infants and children, the Certification Guided Script screen displays when the button is clicked. After completing the certification, the Benefits (Issue Benefits) screen will not display pending benefits and will only display new benefits for the recertified participant. Pending benefits must be issued before recertifying the participant.

The DFDD topics for the Participant Folder toolbar and Participant Activities menu have been updated to reflect the new check performed by the system and the standard confirmation message.

Resolution: The EBT Reconciliation process was modified to use a new EBTCONNECTIONINFO value, EBTReconciliationTimeout. This allows the user to increase the timeout value beyond the 30 second default.

Issue Benefits

Issue: Users are unable to issue a food package to an infant whose last food package available through Issue Benefits has a Date of Birth that falls between the FDTU (first date to use) and LDTU (last date to use).

Resolution: The code has been modified so that when the infant/child benefit is to be issued, the validity check for future benefits is not performed if the child food prescription is missing. Any benefits with a FDTU greater than the child's first birthday are ignored.

If the infant's first birthday falls between the FDTU and LDTU, the system will issue the CHILD package. If the infant's first birthday does not fall between the FDTU and LDTU, a message will be displayed and the system will issue the INFANT package.

Clear Resource Schedules

Issue: When removing resource availability for part of a day on the Clear Resource Schedules screen, the system requires that all appointments for that resource for the entire day be deleted. The following standard error message displays: "There are appointments scheduled for this time period. Please clear the appointments to proceed".

Resolution: Starting and ending time parameters have been added to the code when checking if a resource has appointments during a given availability block. If no appointments are found, resources can be deleted for that block of time.

Help screens

Issue: When users select either the F1 key or the Help on Screen menu option, several Help screens are not displayed in the Central Administrative Site, Clinic, and State Office applications.

Resolution: The Help screen display has been corrected and verified for the following screens: Issue Breastfeeding Items, Growth Grids, Change Clinic of Operation, Add/Replace Set of Benefits, Identify Benefits to Reprint for Custody Change, Identify Lost/Stolen Benefits, Void Benefits Issued at Another Clinic, Display Alerts, CPA Review, Display Household History, Copy Demographics from Another Household Member, Race/Ethnicity, Blood Measurement, Certification Details, Benefit Details, Work with Another Household Member, and Unlock Locked Household.

Screens not specifically listed above are outside the scope of this issue and therefore not tested. Any problems found with other Help screen displays will be addressed in a separate release.

Benefits (Issue Benefits)

Issue: The system assigned benefit dates for a child were 4/1/11-4/2/11 and 5/1/11-5/31/11. The remaining benefit dates in April were missing. Upon changing issuance frequencies, the benefit dates remained the same.

When changing the system assigned LDTU to a manually assigned LDTU (using the Selected LDTU calendar control on the Benefits (Issue Benefits) screen), benefits that should be issued are no longer available.

Resolution: Previously, when a household had differing issuance frequencies and LDTUs (last dates to use) that were out of sync, the system attempted to adjust the first benefit to match the future LDTU of the household. However, it did not take this into account when calculating the second set's FDTU (first date to use). The system was basing the second set's FDTU on the first set's FDTU instead of using the first set's LDTU. The system now calculates the next FDTU from the previous set's LDTU.

The second issue noted above was also resolved in part by fixes for SUG-1435.

Change Household ID

Issue: On the Change Household ID screen, when members of a household with remaining benefits are transferred to a new household with a different benefits schedule, an standard error message is given and the user is unable to complete the household transfer. The cause of the error is the application trying to split a gallon of milk into quarts. However, the application does not have a category or subcategory linked to that distribution item.

Resolution: The milk aggregation call was occurring too early in the household transfer steps. It has been moved to later in the process to ensure it catches all benefit issuances.

Issue Benefits

Issue: Users are unable to issue benefits to a pregnant woman in an active certification.

A pregnant woman who was terminated from receiving benefits due to non-participation cannot be issued benefits after being recertified. No suggested food prescriptions were allowed.

Resolution: Previously, when a possible benefit set's LDTU (last date to use) is greater than the Certification End Date, the system was flagging the participant as not eligible for any benefits. The code has been changed to allow benefits before the Certification End Date to still be issued.

Rebate Item

Issue: On the Rebate Item screen, an item was added to the Items Related to Selected Rebate Product list box from the Food Distribution Item Inventory list box. After clicking OK and returning to the Rebate Agreement screen, the newly added food item was not visible in the tree list.

Resolution: The code was modified to remove an unnecessary "cast from string to object" when saving Food Items associated with a Rebate Agreement. This section of code created a reference to another memory block rather than the one intended, causing the Food Item to not be included in the database operations. Additions to or deletions from the Rebate Item screen are now being saved properly.

Issue: On the Participant Activities menu, if the Remove Incomplete Certification menu option is selected after a VOC Certification has been completed and a new Certification Guided Script has begun but is not finished, a standard error message is displayed: "Incomplete Certification was not removed. Certification must have been started today."

Resolution: The code has been changed to disable the Remove Incomplete Certification menu option for VOC Certifications. The user should not be allowed to start a new certification on the same day as a completed certification. The menu option is enabled only when a certification is in process.
