Issue: The system issued benefits to a mother
who is partially breastfeeding greater than the max with an infant
over 6 months old. This participant should have only received
benefits through the last day of the month in which the infant
turned 6 months old, although she should still be counted as a
participant as long as she continues to breastfeed.
Resolution: The
code has been changed as follows:
A mother who is partially breastfeeding greater
than the max can be certified to the last day of the sixth month
after the infant's date of birth. The mother can receive benefits
on that last day and still have 30 days to use the benefits, as
long as the Printed FDTU is prior to the last day of the month
in which the infant turns 6 months old.
For breastfeeding mothers of multiples, if
at least one infant is fully breastfeeding or partially breastfeeding
less than the max, benefits will be issued to the mother regardless
of whether other infants are being partially breastfed greater
than the max and are 6 months or older. |

and closed, multiple standard error messages
display when the Demographics screen is exited.
When a new Income Screening Contact is added
for a participant who is not currently in a valid certification,
and the income amount entered causes the participant to be over
income, it causes the other participants in the household who
are in valid certifications to be terminated due to being over
income.
Resolution: The
code has been changed to correct the following conversion standard error message:
"Conversion from sting "" to type 'Double' is not
valid". Errors, including object reference standard error messages,
no longer display when a certification is attempted after an over
income amount has been entered. When an over income amount is
entered, the correct standard warning message
now displays.
Additionally, the Add Income Screening Contact
button has been
change so it visible but disabled on the Income History screen when the participant
is not in a valid certification.
Updates have been made to the DFDD for this
issue. |

Issue: The ParticipantFormula table records
are created during the EOM processes. The table is a subset of
food instrument data for the food instruments that have formula
issued. Currently, all records are removed from the table and
then records are collected for food instruments with formula issued
for the closeout and current month of the EOM being processed.
The table is designed to function in this manner, but when an
EOM report is created on-demand, there is no history in the ParticipantFormula
table. The report produces no data.
This issue affects the following five reports:
Contract/Non-contract Formula Report NUT003 (Output),
Formula Compliance Report NUT005 (Output),
Formula Supplementation of Breastfed Infants Report OPR005 (Output),
Infant Formula Issued by Age NUT006 (Output),
and Medical Prescription - Formula Report CAS012/CLN034/OPR011 (Output).
Resolution: The
EOM process has been changed to no longer delete all records from
the ParticipantFormula table. Instead, only records where the
ParticipationCYM >= the CYM of the closeout month from the
ProcessControl table are deleted. Records for the closeout, 30-day,
and current months have been added for the EOM process. |

business rule is
set to "Y", the SOAP note will be automatically populated
with the Individual Primary education contacts that have been
entered during the current certification.
Resolution: The
code has been modified to correctly retrieve the Individual Primary
education contact and Goal Setting contact during a certification
attempt when the ADDEDUCATIONTOSOAP
business rule is
set to "Y". When added through the Participant Folder,
Individual Primary education contacts and Goal Setting contacts
will not display in the SOAP note. |

Benefits (Issue Benefits) |
Issue: For a data-converted participant,
a last set of benefits was not suggested automatically by the
system on the Benefits (Issue Benefits)
screen. Users
attempted to add a last set of benefits through Add/Replace Set of Benefits
and received the following message: "An additional set cannot
be issued to this participant because valid benefits are still
available for this participant through issue benefits."
Resolution: The
Add Set logic was previously adjusted. At that time, the code
was modified in an attempt to determine all valid participation
months for a certification and prevent Add Set from over/under
issuing benefits. What was not taken into account at that time
was that there can be situations when a participant does not have
a FoodInstrumentSet record corresponding to their true first issuance,
either because of converted data or because the participant is
a fully breastfed infant. Once a benefit has been issued and a
FoodInstrumentSet record is created, the next time the Add Set
code is run the recent issuance is incorrectly reported as the
FirstFDTUforCertification.
To address this situation, the system will
now check the possible FirstFDTUforCertification. If it occurs
greater than 60 days after the CertEffectiveDate, then it is flagged
as a false positive and the CertEffectiveDate is used. Also, if
the FirstFDTUforCertification is determined to be less than or
equal to the CertEndDate, the system will return the earliest
possible date to allow for a 1 month certification and then an
additional set of benefits.
The underlining source of this issue has
been tracked back to the manner in which the system determined
the number of days to pad to the end of a certification during
the final issuance and upon adding a set of benefits. The previous
calculation assumed that all issuances for a certification would
be available for query; however, that was not true in data conversion

Now, regardless of how the certification
ends, the system will add pad days if they exist, and then compare
the month value of the issuance's PrintedFDTU to that of the Padded
Cert End Date and only suggest those benefits that occur before
the Padded Cert End.
A logic gate has been added that looks at
the FDTU and LDTU of the possible set. If the entire benefit is
redeemable by the Cert End Date, the benefit is suggested via
the Benefits (Issue Benefits)
screen.
The code now correctly calculates FDTUs and
LDTUs for all issued months and issues all benefits until the
end of the certification date. The system now allows users to
issue an additional set of benefits through Add/Replace Set of Benefits
after all benefits have been issue to participants through regular
benefit issuance. |

Issue: On the Benefits (Issue Benefits)
screen, when
a participant has other household members in a current certification,
that participant's cycle should have an LDTU less than the current
date to be considered a late issuance. The system starts the issuance
date cycle over if the last LDTU is not later than the next Certification
Start Date for the participant. If the other household members
are in an existing cycle, and the participant was cycle-adjusted
to their dates, the system would issue late for the participant.
This would synchronize the participant with the other household
members. However, this causes the system to provide two full sets
of benefits for the same month.
Resolution: The
code has been changed to check for any pending benefits for the
participant when the Certification
button is selected or
the Certification
menu option
is selected
from the Participant Activities menu.
If the participant has pending benefits,
a standard confirmation message
is displayed with the text, "Valid benefits are still available
for this participant through Issue Benefits. Would you like to
abort the certification process?" Yes
and No
buttons are available.
Click
the Yes
button to return
to the Participant Folder
and cancel the current certification process. Click
the No
button to continue
the current certification process. For women, the Certification WIC Category
screen displays when the button is clicked.
For infants and children, the Certification Guided Script

to be issued, the validity check for future benefits is not performed
if the child food prescription is missing. Any benefits with a
FDTU greater than the child's first birthday are ignored.
If the infant's first birthday falls between
the FDTU and LDTU, the system will issue the CHILD package. If
the infant's first birthday does not fall between the FDTU and
LDTU, a message will be displayed and the system will issue the
INFANT package. |

and ending time parameters have been added to the code when checking
if a resource has appointments during a given availability block.

Issue: The system assigned benefit dates
for a child were 4/1/11-4/2/11 and 5/1/11-5/31/11. The remaining
benefit dates in April were missing. Upon changing issuance frequencies,
the benefit dates remained the same.
When changing the system assigned LDTU to
a manually assigned LDTU (using the Selected LDTU calendar control on the Benefits (Issue Benefits)
screen),
benefits that should be issued are no longer available.
Resolution: Previously,
when a household had differing issuance frequencies and LDTUs
(last dates to use) that were out of sync, the system attempted
to adjust the first benefit to match the future LDTU of the household.
However, it did not take this into account when calculating the
second set's FDTU (first date to use). The system was basing the
second set's FDTU on the first set's FDTU instead of using the
first set's LDTU. The system now calculates the next FDTU from
the previous set's LDTU.
The second issue noted above was also resolved
in part by fixes for SUG-1435. |

Issue: On the Change Household ID
screen, when
members of a household with remaining benefits are transferred
to a new household with a different benefits schedule, an standard error message
is given and the user is unable to complete the household transfer.
The cause of the error is the application trying to split a gallon
of milk into quarts. However, the application does not have a
category or subcategory linked to that distribution item.
Resolution: The
milk aggregation call was occurring too early in the household
transfer steps. It has been moved to later in the process to ensure
it catches all benefit issuances. |

to a pregnant woman in an active certification.
A pregnant woman who was terminated from

than the Certification End Date, the system was flagging the participant
