WIC EBT Middleware

A new version of the WIC EBT Middleware (WEM) software is available with this release. This version contains the following code updates:

Special Instructions

With this release of the software, changes must be made manually to the WEM Configuration Manager to support new functionality in the SPIRIT WIC system for states operating in the EBT_OFFLINE environment mode.

To select the SWEM-SC check box in the WEM Configuration Manager, complete the following steps:

1.        Open the WEM Configuration Manager on the WEM server.

2.        Select your state's environment in the Configuration tree list.

3.        Select the Universal Service tab.

4.        Select the SWEM-SC check box.

Card Diagnostics

Users wanted a Reset Failed Debit process to reset Smart Card benefits that are out of sync with the EBT Processor.

To accommodate this enhancement request, the following changes were made to the Clinic application module within the SPIRIT WIC system:

  • A new Reset Failed Debit button was added to the Card Diagnostics screen.

Additionally, a new standard information message (I0083) was added when users click the Food Adjustment Wizard menu option on the Benefit Management menu.

To configure the environment to support this function, the following manual change must be made in WEM Configuration Manager:

NOTE: The Card Diagnostics screen is only available in environments where the value of the EBT_OFFLINE business rule equals "Y".

Changes to the Clinic DFDD for ENH-485 are documented below.

The Card Diagnostics topic was updated as follows:

  • A new Reset Failed Debit button was added to the Interface Initialization section.

  • The Card Number text and value label in the Interface Initialization section was changed to a text box.  Its display was changed to "is visible, enabled, and initially displays the Smart Card number currently assigned to the household".

  • The Card Number text and value label in the Screen Elements section was changed to a text box which populates with the Smart Card number currently assigned to the household. Error messaging and process steps were added to verify the card number is valid.

  • The Reset PIN and Unlock Card buttons in the Screen Elements section were updated to include the process steps and messaging associated with the action.

  • A new Reset Failed Debit button was added to the Screen Elements section.

  • The Card Number control in the Data Map section was denoted as required, and the text and value label values were changed to text box.

 

The EBT Household Demographics topic was updated to match the process steps and messaging associated with the Reset PIN button to those in the Card Diagnostics topic.

 

The Benefit Management menu topic was updated when users click the Food Adjustment Wizard menu option and the value of the EBT_OFFLINE business rule equals "Y", to add a new standard information message (I0083)  and a note explaining the EBT Processor administrative lock.

 

The Food Adjustment Wizard topic was updated when the value of the EBT_OFFLINE business rule equals "Y", and the user attempts to modify benefits on the Food Adjustment Wizard topic, to state a standard information message (I0083) may display to synchronize benefits between the Smart Card and the EBT Processor.  

 

The following topics were updated to remove hyperlinks to the WEM message section of the Messages Matrix topic, and a note was added with a link to the WEM Error Code Mapping topic:

The Aggregated Issuance for EBT Account topic was updated to remove a hyperlink to the WEM message section of the Messages Matrix topic, and a note was added with a link to the WEM Error Code Mapping topic.

Changes to the Appendix DFDD for ENH-485 are documented below.

The Messages Matrix topic was updated as follows:

  • Confirmation Message (C0005) was determined to be obsolete and was replaced with a new standard confirmation message, including new Variant Text and Notes.

  • Information Messages (I0083 and I0084) were determined to be obsolete and were replaced with new standard information messages and Variant Text.

  • New Variant Text and Notes were added to standard error message (E0394).

  • Introduction section was updated to remove a link and description of the WEM Messages section

  • The WEM Messages section was deleted, and a note was added with a link to the WEM Error Code Mapping topic.

The Desktop-Based Configuration topic was updated as follows:

  • In the Universal Service section, the WEM Configuration Manager image was updated to include a SWEM-SC check box.

  • In the Known Issues section, "Cancelling out of validation warnings can cause the entire node to be removed" was deleted.

 

The WEM Configuration topic was updated to add a row to the EBT Hosts table for UniversalServiceIsSWEMSC.

 

The WEM (WIC EBT Middleware) Release History topic was updated as follows:

  • Version 2.5.0.2 includes a new feature: Support for single instance SWEM-SC WIC Direct environment.

  • Version 2.5.0.4 includes a fixed issue: DT19 Invalid Card # Error Returns on Reset Failed Debit Instead of Reactivating the Deactivated Card (Adding new unlock functionality for WEM).
