The Year-to-date Participation and Outlays Report FIN017 (Output) is a month-by-month count of participants and total of outlays for participants who were issued at least one food instrument. Participants are counted in each month that they are issued a food instrument. Issuance is based on the participation date value, not the date the food instrument is printed. Totals are accumulated for the Federal fiscal year beginning in October. The report is generated when the OK button is clicked on the Generate Year-to-date Participation and Outlays Report screen.
The issue month will be indicated with ISSD under the month name. The 30-day status month will be indicated with 30DY under the month name. When closeout for a month has been reached, C/O will print under the month name. If the month end process has not been completed for a selected month, OPEN will print under the month name.
For months that have completed a month end process, the amount of breastfeeding is determined by the AMOUNTBREASTFED column of the CASELOADCOUNT table. This represents the amount of breastfeeding at the time the month-end process was run. For months that have not completed a month end process, the amount of breastfeeding is determined by the AMOUNTBREASTFED column of the FOODINSTRUMENTSET table with the highest FOODINSTRUMENTSETID column (last food instrument issued for the participation month). This represents the amount of breastfeeding at the end of the requested month.
Values for AMOUNTBREASTFED are listed below. Unknown AMOUNTBREASTFED values will be assigned a value of "4" for this report.
1 = Fully Breastfeeding
2 = Partially BF <= Max
3 = Less than 1/2 Feedings are Breastmilk (old value but still part of BF Amt table)
4 = Not Applicable
5 = Partially BF > Max

This calculation is performed for every line item on the report.

For the participant count lines, this value is a six-digit number. For the outlay total lines, this value is a nine-digit number with no decimal places.
All WIC participants that received benefits are included in the report totals. Data is reported for all months from the start of the fiscal year to the month selected. Data for hidden agencies will not be included.
For the participation counts, participants that received food instruments are counted once per reported month in the agency/clinic that last issued a food instrument to the participant (the most current ISSUEDDATE column of the FOODINSTRUMENTSET table). The agency, clinic, WIC Category and breastfeeding amount of that food instrument are used to determine which report line the participant is included. All outlays for the participant for the reported month are included in the outlays total on the corresponding report line.
Participants that are enrolled in WIC and did not receive food instruments are also counted in the reported participation for the months where a month-end process has completed. These participants are not counted if the month is open.
Compliance buy data is included in the totals for the state report only. Compliance buy paid amounts are grouped as a separate outlays line on the state report and are not included in totals by WIC Category. Compliance buy data is not included in the participation counts.
Participants Issued Food Instruments
Participants must meet the following selection criteria. Participants are counted once per reported month in the agency/clinic that last issued a food instrument to the participant.
PARTICIPATIONDATE column of the FOODINSTRUMENTSET table equals the reported month.
COMPLIANCEBUY column of the FOODINSTRUMENTSET table equals "N".
PROGRAMCODE column of the FOODINSTRUMENT table equals the WIC value.
Participants not Issued food Instruments
Infant and breastfeeding women participants not issued food instruments are counted in the participation totals if they meet the following selection criteria. Participants are counted once per reported month in the agency/clinic that they were assigned at the time the month-end process for that reported month was run. These participants are not included in the total for open months.

The participant is not already counted in the totals for the reported month.
Outlays
The outlays total is the sum of paid amounts. Paid amounts are stored in one of two places, the FOODINSTRUMENT table for non-EBT/non-Direct Distribution redemptions or the FOODINSTRUMENTITEMREDEEMED table for EBT/Direct Distribution redemptions. Participants must meet the following selection criteria.
PARTICIPATIONDATE column of the FOODINSTRUMENTSET table equals the reported month.
PROGRAMCODE column of the FOODINSTRUMENT table equals the WIC value.
PAIDDATE column of the FOODINSTRUMENT table is not null.
Of the selected records, the outlay total is the sum of the PAIDAMT column of the FOODINSTRUMENT table (for non-EBT/non-Direct Distribution redemptions) and the PAIDAMOUNT column of the FOODINSTRUMENTITEMREDEEMED table (for EBT/Direct Distribution redemptions). The FOODINSTRUMENTITEMREDEEMED table is joined to the FOODINSTRUMENT table by the FOODINSTRUMENTID column.
The sum of the participant outlays for the reported month is counted in the agency/clinic that last issued a food instrument to the participant.
If an individual clinic is selected, only data for that clinic will be included. If an individual agency is selected, summary data for that agency will be included. If an individual grantee is selected, summary data for that grantee will be included. If the state is selected, summary data for the state level will be included.
If all is selected and the state business rule INCLUDEGRANTEES does not equal "Y" or the report is not defined as a grantee report, data for all clinics, agencies and state will be selected in the following sequence. Data for hidden agencies will not be included.
