Business Rule: VOUCHERSPERPERIOD
The SPIRIT WIC system enables the state to define the number of vouchers to be printed per benefit period. This value is only relevant for clinics that have a Food Delivery System specified as 'Voucher'.
If the value is set to a number equaling 1 or greater, the system distributes a set of benefits on the specified number of vouchers. If the value is set to zero (0), the system uses the distribution rules associated to the food items being issued.
