Business Rule: VNDR_LARGE_NUM_FI_REDEEM_THRESHOLD
The SPIRIT WIC system enables the state to define the minimum number of food instruments a vendor must redeem, outside of the area in which the food instruments were issued, to be included on the Large Number of FI Redeemed Outside of Area Report VND043 (Output).
When enrolling a vendor onto the system, a user can select (or associate) one or more clinic sites to the vendor that the user determines are within the vendor's area of service. Associating a clinic site to a vendor indicates that it would be likely (understandable) for participants to redeem their benefits at the selected vendor. A user's decision to associate a clinic site to a vendor may be based simply upon the proximity of the clinic site and the vendor or the proximity of the its' participants to the vendor. While many States allow participants to redeem their benefits at any approved vendor, it is worthwhile to monitor vendors that appear to be redeeming a significant number of benefits outside of their service area, because this may indicate some form of fraud is occurring. Vendors redeeming greater than or equal to the state-defined number of benefits will be included on the Large Number of FI Redeemed Outside of Area Report VND043 (Output).
