The WIC program is governed by federal rules and regulations, which have been built into the modules of the SPIRIT WIC system. To give the state flexibility in the implementation of these rules and regulations, the concept of a business rule was designed into the SPIRIT WIC system modules (applications). The behavior of the modules can change depending upon the value of each business rule.
Each business rule can affect the system in a different way depending upon the value it contains:
A business rule can act as a switch that enables or disables functionality with a "Y" (Yes) or "N" (No) value.
A business rule can contain a numeric value that is a threshold for the functionality, like the maximum number of days a participant can be certified without their proof of residency.
A business rule can contain an alphanumeric value that indicates which option the state chooses to use. For example, the system can display the certification effective date or certification start date on the Participant List screen based on the value entered in the CERTDATEINLIST business rule.
The business rules that control the processes built into the SPIRIT WIC system modules are documented in detail within this Detailed Functional Design Document. The state can define the value of each business rule thereby adjusting the modules to fit the needs within the state WIC program.
