In its current form this Offline EBT Support is limited to the SPIRIT MIS only. Offline support is enabled by using WEM in conjunction with the SWEM-Q offline proxy host. For this model WEM must be configured such that a SWEM-Q is defined in addition to an offline EBT host. Both of these systems are to be defined as EBT Hosts.
